The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.

This position is part of the Edge Operations team within the Office of Technology Services (OTS) – Network Communication Services and provides advanced programmatic administrative support to the Network Communication Services (NCS) division. The primary focus is on coordinating and managing complex network and telecommunications asset inventories to ensure that hardware and software/licenses managed by NCS at over 1200 locations around the state are accurately tracked, documented, and maintained in accordance with OTS and statewide standards. This is an essential function for the timely deployment of critical network and voice infrastructure and services statewide and requires a high level of independence.

In addition to inventory responsibilities, the position supports a range of administrative functions—including procurement requests, fleet logistics, and facilities-related activities and may serve as a backup to the NCS Administrative Program Specialist for other duties. The incumbent must demonstrate excellent organizational, written, and verbal communication skills, along with a thorough knowledge of state policies, rules, and inventory control procedures.

The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
  • Overseeing the state’s capital construction program
  • Working to provide state and federal grants for community development
  • Development of the state budget
  • Providing technology services
  • Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
  • Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes

Minimum Qualifications

Four years of experience in administrative services; OR

Six years of full-time work experience in any field plus one year of experience in administrative services; OR

A bachelor's degree plus one year of experience in administrative services; OR

An advanced degree.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information

Job Duties:
Property Inventory Management
•Serves as the primary coordinator for complex NCS inventory workflows, ensuring that all physical assets and software/licenses deployed statewide are accurately tracked and accounted for.
•Ensures inventory location records remain accurate by promptly recording all asset movements in the designated tracking database.
•Responds to inventory requests from NCS staff by physically pulling equipment from stock, preparing it for use, and arranging its delivery to appropriate field locations.
•Maintains inventory databases, forms, and processes to support tracking and audit-readiness.
•Tags and documents new equipment and licenses, distributing assets to NCS regional technicians and ensuring documentation is maintained.
•Communicates regularly with OTS property managers regarding the status and location of tagged assets through their full lifecycle—from receipt to deployment.
•Maintains an organized and clean warehouse storage area with clearly identified storage locations.
•Assists with annual physical property certifications and other inventory compliance activities.

Personnel, Procurement and Fleet Support
•Places equipment and supply orders through Ivanti and the Procurement workflow.
•Uses the P-card to purchase approved items and ensures reconciliation and compliance with documentation requirements.
•Orders specialized materials and assists in procurement-related communications with vendors or internal stakeholders.
•Ensures an adequate supply of patch cords and other frequently used consumables by proactively monitoring stock levels, obtaining competitive quotes, and securing required approvals for replenishment purchases.
•In coordination with other NCS administrative staff, maintains vehicles used by NCS staff for statewide travel, ensuring that vehicles remain clean and in good working order.
•Oversees NCS vehicle reservations and documentation tracking.
•Manages NCS fuel program cards.
•Directs students who assist with inventory and fleet responsibilities.

Safety and Building Access Coordination
•Submits maintenance and access requests through Buildings and Grounds and Park Lync systems.
•Serves as backup badging coordinator and assists with state safety program implementation.
•Serves as NCS safety warden at the DPS data center.

General Administrative Support
•Coordinates daily mail distribution and provides support for meetings and communications.
•Assists with employee inventory management.
•May serve as backup telecommunications coordinator for ordering and modifying internal systems and services.

Other Duties as Assigned
•Assists with special projects, reporting, and tasks in coordination with other OTS teams.
•May be assigned to temporarily support other administrative functions within Network Communication Services.
