**THIS IS A PROMOTIONAL OPPORTUNITY FOR PERMANENT DOTD EMPLOYEES ONLY**

This position is located in Unit 001, District 61, Operations Section of the Department of Transportation and Development and reports directly to the District 61 Assistant District Administrator of Operations. Incumbent must be self-motivated an be able to perform duties many tomes with minimal supervision and be able to interpret unforeseen conditions as they may arise. The incumbent will participate in ODTD structured training programs as appropriate and attend all continuing education classes and conferences deemed necessary to facilitate the performance of required tasks. While in the official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations as well as DOTD policies, procedures, manuals, and directives.

Minimum Qualifications

Possession of a high school diploma or GED plus three years of sub-professional engineering experience; OR

Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance plus three years of sub-professional engineering experience; OR

Eighteen semester hours in one of the following specialized fields: architecture, cartography, construction management, construction technology, drafting, engineering, engineering graphics, engineering technology, industrial technology, landscape architecture, math, or physics.

Job Duties and Other Information

Job Duties:

  • Serves as the District-wide expert on complex, highly specialized research required for legal inquiries and as such must have intensive training and experience in this area. Serves as lead worker over lower-level engineering technicians and others regarding conducting research of complex engineering files, reports, and programs for information regarding old and current project numbers, plans, change orders, and diaries.

  • Uses a wide variety of computer software and documentation including Sitemanager, Headlight, Microstations, Projectwise, Google EarthPro, Global Mapper, Materials Manager, LaPave, Agile Assests, and File net to prepare, analyze, and document all legal information.

  • Requests, compiles, reviews, and ascertains need of advanced technical data such as structure design and construction, roadway design and construction, vulnerability assessments, drainage areas pre and post construction, right-of-way alignments, parcel's ownership, etc. from lower level technicians and compiles and reviews all technical/engineering information received to ensure it is complete, accurate, and applicable.

  • Independently performs advanced engineering analysis of highly complex and varied collected and researched information to produce complex reports, determine ownership and liabilities, answer Interrogatories, and provide stakeholders with vital information in order to protect the department from substantial legal liabilities. Explains complex engineering information to defense attorneys and DOTD's legal section. Maintains files for ongoing litigation.

  • Administers the gate house security contract and functionally oversees the contracted security employees. Ensures contractor compliance to contract specifications. Compiles the Department's contact list for after hour emergency calls from information provided by lower-level employees and provides it to the appropriate contractor personnel.

  • Keeps detailed records of all requests and complaints received by the contractor from the general public, department personnel, law enforcement, and elected politicians. Reviews and ensures that the contracted employees documented records and time sheets are accurate.

  • Serves as receptionist for the District61 Headquarters complex. Receives visitors, employees, etc.., who telephone or frequent the office to conduct business. Responsible for operation of the Switchboard, two-way radio and greeting all customers includes both internal and external.

  • These duties require a broad overview of the Department's structure and independent decision making to assure that calls are forwarded to the proper person or department in a courteous and timely manner. Responsible for receiving and forwarding messages, for various departments that do not have clerical staff. Receive, transmit, relay, and document two-way radio communication made through the District base station.

Appointment Type: Promotional
Compensation: The starting hourly rate for an Engineering Technician 5 is $24.04/hr with an additional $2.00/hr for every hour worked. The maximum hourly wage is $43.28/hr.
