The Division of Administration/Office of State Buildings has a vacancy. This job title has an assigned pay grade of WS-215.

The Office of State Buildings is responsible for the operations and maintenance of about 41 State buildings. This position is located in Baton Rouge. This position directly supervises Maintenance Repair Master Positions. This position assumes the responsibilities of the Facility Maintenance Manager A in their absences.

The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
  • Overseeing the state’s capital construction program
  • Working to provide state and federal grants for community development
  • Development of the state budget
  • Providing technology services
  • Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
  • Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes

Minimum Qualifications

Two years of the required experience for the following minimum qualifications must have been on-the-job experience:

Four years of experience or training in the building construction trades, building maintenance, maintenance or repair of mechanical equipment, or park operations and grounds maintenance; OR

Completion of a two-year vocational technical program in general building construction, construction technology, or engineering plus two years of experience in the building construction trades, building maintenance, maintenance or repair of mechanical equipment, or park operations and grounds maintenance; OR

Twelve semester hours in construction management, construction technology, or engineering, or any combination of these courses plus two years of experience in the building construction trades, building maintenance, maintenance or repair of mechanical equipment, or park operations and grounds maintenance.

Job Duties and Other Information

Job Duties:

Preventive and General Maintenance
• Performs general and preventive maintenance on all State-owned building systems and equipment, including:
• Heating, ventilation, and air conditioning (HVAC) systems
• Plumbing (water and sewage) systems
• Architectural components (carpentry, painting, and other building-related work)
• All other building systems as required
• Meets with tenants to discuss building issues and maintenance concerns
• Submits work requests through the LaGOV ERP System to ensure timely scheduling and completion of maintenance tasks.
• Prepares purchase requests to obtain purchase orders for supplies and materials needed for building operations, including light bulbs, ballasts, wiring, construction materials, and office supplies.

Oversight of Work Performed by Service Contractors
• Oversees the performance of contractors providing building maintenance services, including janitorial, waste disposal, security, window cleaning, pest control, and hazardous waste disposal.
• Ensures all contractual work is performed in accordance with specifications.
• Maintains copies of all maintenance contracts for reference and compliance.
• Receives and responds to tenant complaints regarding contractor performance.
• Meets with Facility Maintenance Managers or contractors to recommend improvements in service quality.
• Meets with tenant committees to discuss concerns, evacuation planning, fire and safety programs, and access/egress coordination when directed or in the absence of a supervisor.

Supervision
• Directly supervises the Maintenance Repair Master in the performance of equipment and building maintenance duties.
• Assigns and reviews work for accuracy and completeness.
• Monitors attendance and work schedules.
• Prepares annual performance evaluations.
• Recommends disciplinary actions, commendations, and merit increases as appropriate.

Property Control
• Conducts the annual Property Control Inventory for all OSB-owned equipment within the assigned sector to ensure accountability and proper asset management
