The mission of the Louisiana Department of Health is to protect and promote health and to ensure access to medical, preventive, and rehabilitative services for all residents of the State of Louisiana.
This position plays a critical role in advancing rural health transformation by leading the design and execution of a comprehensive surveillance and evaluation system for a statewide grant. The role oversees key performance indicators, data analytics, and outcomes reporting while managing budget and fiscal operations in compliance with state and federal requirements. Working closely with executive leadership, the position ensures data-driven decision-making by proactively identifying trends, risks, and opportunities. This is a unique opportunity to shape rural health outcomes through strategic oversight, analytics, and program leadership.
Minimum Qualifications
- Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Specification

Job Duties and Other Information

Job Duties:
Design and Execution of Rural Health Transformation Program Surveillance System
· Oversees the design evaluation plan and identifies key process and performance indicators in consultation with Program staff and appropriate stakeholders for all initiatives and strategies in the Rural Health Transformation Program.
· Develops standards of Evaluation practice and data collection protocols along with instruments necessary to gather valid and rigorous data for annual reporting to Centers for Medicaid and Medicare Services (CMS) and quarterly reporting to Rural Health Transformation Program Advisory Council.
Management of Budget and Fiscal Operations
· Oversees all budget and fiscal operations for federal and state reporting, including but not limited to tracking of use of funds for federal grant, management of funding to sub-grantees, and development of reports for Joint Legislative Committee on Budget.
· Directs monthly budget projections and development of annual budget requests through the grant period.
· Supervises and coordinates the daily activities of budget manager and procurement/contract staff to meet organizational objectives.
Management of Data Analytics and Outcomes Reporting
· Oversees all grant operations for reporting of outcome metrics, including development of baseline data and ongoing tracking mechanisms.
· Ensures data reporting is established in a manner in which sub-grantees are able to respond and the general public is able to comprehend in order to demonstrate success or need for improvement in identified initiative areas.
Reporting and Communications
· Develops and manages monthly tracking databases to track program activities, use of funds, and outcomes pertaining to the rural health transformation program grant.
