The mission of the Louisiana Department of Health is to protect and promote health and to ensure access to medical, preventive, and rehabilitative services for all residents of the State of Louisiana.
This position provides high-level oversight of programmatic operations for a rural health transformation grant, guiding strategic and operational planning to support successful implementation and compliance. The role leads performance reporting, grant coordination, and milestone tracking, producing monthly and quarterly reports that inform leadership and stakeholders. In addition, the position directs the development of legislative reports and programmatic presentations, playing a key role in communicating progress and outcomes. Minimum Qualifications
- Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Specification

Job Duties:
Oversight of Programmatic Operations for Rural Health Transformation Program Grant
· Directs the Office’s operational planning, strategic planning, performance reporting, and grant coordination for programmatic operations Rural Health Transformation Program grant.
· Directs the development and implementation of the quality of care standards, mechanisms for problem identification, and resolution /follow-up for the grants programmatic operations, including working collaborative across the Office sections and with external stakeholders.
· Plans the implementation of the programmatic reporting criteria for more than 100 sub-grantees of the Rural Health Transformation Program grant, and oversees communications with sub-grantees on expectations, performance, and resolution of issues
Reporting and Communications
· Develops and manages monthly tracking of programmatic milestones pertaining to the rural health transformation program grant.
· Prepares grant reports to CMS for the programmatic implementation of activities, including state policy action and sub-grantee performance reports.
· Directs the creation of materials (presentations, reports, factsheet, etc.) that clearly communicate programmatic expectations to intended audiences.
Management of Programmatic Grant Staff
· Supervises and coordinates the daily activities of eight programmatic staff to meet organizational objectives and ensure milestones for grant are met.
· Assigns tasks, monitors performance, and provides feedback and coaching to support professional growth of staff.
