We are seeking a seasoned and committed professional to serve as Juvenile Justice Specialist 5, a senior-level role responsible for overseeing facility operations, supervising staff, and ensuring the safety and rehabilitation of youth in secure care. This position plays a critical role in implementing agency policies, promoting trauma-informed practices, and fostering a structured environment that supports positive youth development. Minimum Qualifications
Possession of a high school diploma or GED or one year of experience in any field plus:
Three years of experience in a residential, correctional, behavioral health, or group home setting with responsibility for one or more of the following: rehabilitation of delinquent youth, clinical care, custody, or security; OR
Three years of experience in Probation and Parole.
NECESSARY SPECIAL REQUIREMENTS:
Applicants must be at least 18 years of age.
An applicant who has been convicted of a felony or who is under indictment on a felony charge will be disqualified until relief from disabilities imposed by state and federal laws is granted.
In accordance with the Prison Rape Elimination Act (PREA) (Part 115:17) of Title 28 of the Code of Federal Regulations an applicant who has been found to have engaged in any form of sexual abuse; engaged in sexual activity in the community facilitated by force, overt or implied threats of force, or coercion, or if the victim did not consent or was unable or refused will be disqualified.Job Specification

Job Duties and Other Information

Job Duties:
- Security Operations & Facility Readiness
Conduct routine security rounds to ensure all gates, windows, and exits are properly secured and free of discrepancies.
Perform monthly inspections of tactical team gear and equipment to ensure full operability and compliance with standards.
Brief tactical staff on daily activities, youth movement, and operational updates, including changes to policies and procedures.
- Tactical Response & Incident Management
Respond to alarms and critical incidents, taking decisive action to stabilize situations and maintain safety.
Supervise and assist officers during disturbances, emergencies, and high-risk events within the secure care facility.
Participate in statewide, regional, and local tactical missions, shakedowns, and training operations.
Interpret strategic directives and coordinate tactical plans during major incidents, ensuring accurate documentation of decisions and rationale.
Maintain current knowledge of incident response protocols, facility structures, and operational roles to support effective command coordination.
Establish shared situational awareness among commanders and tactical responders.
- Youth Movement, Safety & Contraband Prevention
Work collaboratively with facility leadership to maintain a safe and secure environment for youth and staff.
Assist with and oversee youth movement throughout the facility, including meals, recreation, court trips, and special events.
Conduct or participate in searches of youth, staff, property, and living areas in accordance with contraband prevention policies.
Ensure all required documentation related to searches, movement, and incidents is completed accurately and submitted as required.
- Leadership Support & Additional Responsibilities
Remain subject to 24-hour call and respond to emergencies or operational needs as required.
Serve as acting Tactical Response Major in their absence.
- Perform additional duties and assignments based on agency needs.

Work Location: This vacancy is located at the Swanson Center for Youth in Monroe, Louisiana.Compensation Information: The Juvenile Justice Specialist 5 title has a Special Entrance Rate of $1,971.20 biweekly.
Appointment Type: Full-time, Probational
The incumbent of this position must not have been convicted or pled nolo contendere to a crime listed in R.S. 15:587.1 (c).No Civil Service test score is required in order to be considered for this vacancy.
