OUR MISSION

Our mission is to ensure the physical and operational integrity of the regional flood risk management system in southeastern Louisiana as a defense against floods and storm surge from hurricanes. We accomplish this mission by working with local, regional, state, and federal partners to plan, design, construct, operate and maintain projects that will reduce the probability and risk of flooding for the residents and businesses within our jurisdiction.


ABOUT THIS POSITION
The Engineer 7 serves as the Project Management and Permit Application Review Department Lead and receives broad supervision from the Director of Engineering and is directly supervised by the Engineer 8. This position directly supervises an Engineer 1-4, an Engineer 6, the Field Engineering Coordinator and may exercise functional supervision over other SLFPA-E Staff working on special projects.

The Engineer 7 performs complex professional level engineering and supervisory duties in the planning, design and construction management of flood protection systems (including levees, floodwalls, floodgates and other such structures) and other buildings, facilities, grounds and structures under the jurisdiction of the SLFPA-E. Examples of projects managed include raising and minor repairs of levees, repairs of floodwalls and floodgates, valves and complex marine closure structures, maintenance of facilities and a number of other major maintenance and capital improvement projects under the jurisdiction of SLFPA-E. The Engineer 7 also confers with other public agencies concerning Authority activities, projects and work force. At times the incumbent will also be required to investigate and respond to inquiries by other agencies and the general public.

Minimum Qualifications

Possession of a current Louisiana license to practice professional engineering plus one of the following:

Three years of licensed engineering experience; or

Seven years of professional engineering experience.

EXPERIENCE SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of professional engineering experience.

A doctorate degree in engineering will substitute for two years of professional engineering experience.

Advanced degrees will substitute for a maximum of two years of professional engineering experience.

There is no substitution for licensed engineering experience.

NOTES:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience. Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

Job Duties and Other Information

Job Duties:

  • Serves as Engineering Department Lead for the planning, design and construction administration of major/complex maintenance and capital improvement projects including levees, floodgates, floodwalls, marine structures and campus facilities. Responsible for overseeing the development of project scopes, project and plan development schedules and ensuring projects are designed and delivered within the allotted budget.
  • Manages consultant contracts by developing project scopes, negotiation of man hours and fees, establishing contract time requirements, monitoring progress for work quality and quantity, reviewing acceptability of plans, and approving invoices for payment.
  • Supervises subordinates, plans assignments and regularly reviews work in progress and upon completion to ensure that performance adheres to instructions and is performed timely and in accordance with accepted standards and practices. Counsels subordinates regarding deficiencies in performance or behavior and suggest methods of improvement.
  • Administrates the technical review and approval of all permit applications received and coordinates with USACE, CPRA, Permit Applicants, their design consultants and contractors to ensure the safety and integrity of the Federal Flood Protection System. Serves as a liaison and main Point of Contact between applicants requesting emergency work approvals and USACE and CPRA.

Work Schedule:
This is a full-time position (40-hour work week); it offers a work schedule.
