OUR MISSION
Our mission is to ensure the physical and operational integrity of the regional flood risk management system in southeastern Louisiana as a defense against floods and storm surge from hurricanes. We accomplish this mission by working with local, regional, state, and federal partners to plan, design, construct, operate and maintain projects that will reduce the probability and risk of flooding for the residents and businesses within our jurisdiction.

About this position
The Engineer 6 DCL within the Southeast Louisiana Flood Protection Authority - East's (the Authority) Engineering Department serves as Project Manager (PM) and is directly responsible for managing design projects performed by engineering consultants and general contractors working on the larger and more complex civil design and construction projects within our annual $40 million capital outlay budget. These projects include major maintenance and repair projects and new construction of levees and floodwalls, floodgates, breakwaters, drainage canals, pump stations, buildings' roadways and drainage infrastructure.

Equally as important, the Engineer 6 DCL acts as the Subject Matter Expert (SME) Specialist and is responsible for the communication and coordination of any issues encountered that require Coastal Protection and Restoration Authority and/or U.S. Army Corps of Engineers permitting, approvals, and input. The responsibility is specifically related to project budgets, professional engineering consultants, inspection reports, design, and construction of the larger complex projects from conception through design, bidding and award, construction and final acceptance and project closeout. The SME coordinates project schedules and priorities with employees and ensures that project design and construction tasks are accomplished in a timely and safe manner in accordance with professional standards and public bid laws. The Engineer 6 DCL provides budget and strategic planning and policy analyses, prepares engineering reports for the Director of Engineering, and maintains project tracking by using the SLFPA-E project management software.

Minimum Qualifications

Possession of a current Louisiana license to practice professional engineering plus one of the following:

Two years of licensed engineering experience; or

Six years of professional engineering experience.

EXPERIENCE SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of professional engineering experience.

A doctorate degree in engineering will substitute for two years of professional engineering experience.

Advanced degrees will substitute for a maximum of two years of professional engineering experience.

There is no substitution for licensed engineering experience.

NOTES:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.

Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.

Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. Job Duties and Other Information

Job Duties:

  • Serves as a civil engineering technical specialist for major / complex maintenance and capital improvement projects for levees, floodgates, floodwalls, marine structures, drainage canals, roadways and campus facilities
  • Coordinates and recommends for approval consultant contracts and task orders to complete maintenance and repair projects as well as new construction projects
  • Technical preparation of plans and specifications required for maintenance and repair of civil flood defense infrastructure including levees, floodwalls, floodgates, canals, pump stations buildings and roadways
  • Periodically reviews and updates annual and 10-year Capital Improvement Plan budgets and schedules
  • Serve as a civil engineering technical resource as needed to review Levee Safety Permit documents coordinating with The US Army Corps of Engineers and Louisiana Coastal Protection and Restoration Authority to ensure the safety and integrity of the Federal Flood Risk Reduction System
  • Support Engineering Department leadership with the formulation of policies, budgets, schedules, and projects
  • Stays current with all SLFPA-E policies regarding consultant and contractor project setup, documentation invoice and pay application processing, vendor setup and payment

Work Schedule:
This is a full-time position (40-hour work week); it offers a flexible work schedule.
Compensation:
The salary offered will be determined based on qualifications and experience. Full-time employees are eligible for a compressive benefits package, including participation in the state’s retirement plan, health insurance, agency-paid short-term disability coverage, paid holidays, and paid annual and sick leave.
