The Louisiana Department of Health is seeking a skilled Program Manager 1A to support the Deputy Secretary in managing and analyzing complex state and federal programs. This dynamic role provides the opportunity to advise executive leadership, ensure compliance with federal and state regulations, and help shape policies that drive meaningful impact across multiple program areas.

Minimum Qualifications

Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information

Job Duties:

  • Serve as a liaison between the Deputy Secretary and federal, state, and local government officials, regulatory agencies, and internal and external stakeholders to ensure effective communication and coordination.
  • Oversee and coordinate financial data gathering and analysis across program offices, including reviewing historical trends, forecasting, and developing reports to support informed decision-making.
  • Consult with executive staff and stakeholders to align financial modeling and business analyses with departmental goals and ensure data accuracy in fiscal projections.
  • Lead and coordinate special projects and initiatives related to state and federal regulatory programs, legislative concerns, constituent issues, and stakeholder engagement.
  • Provide administrative leadership and oversight for matters presented to the Deputy Secretary, ensuring timely responses, accurate documentation, and adherence to departmental procedures.
  • Prepare and manage official correspondence and reports on behalf of the Deputy Secretary, maintaining confidentiality, tracking key documents, and ensuring compliance with record retention and policy requirements.
