Office of Permitting & Compliance – Engineering
The Office of Permitting and Compliance (OPC) oversees all permitting and regulatory functions within the Department, ensuring clarity, consistency, and regulatory integrity. By streamlining processes, accelerating permitting timelines and enhancing data-driven decision-making, the Office ensures compliance with environmental standards while supporting responsible economic development.
OPC centralizes all permitting and compliance functions, aligning engineering, geology, ecology, design, and compliance divisions into a single workflow. Its structure includes integrity and production audits, UIC and storage regulation, groundwater protection, coastal permits and mitigation, and reservoir and legacy site management.
This Administrative Program Manager 3 position provides leadership and oversight for the administrative and operational functions of the Engineering Division within the Office of Permitting & Compliance. This role ensures the efficient and compliant management of division programs, staff, resources, and administrative processes.
Minimum Qualifications
- Six years of experience in administrative services; OR
Six years of full-time work experience in any field plus three years of experience in administrative services; OR
A bachelor's degree plus three years of experience in administrative services; OR
An advanced degree plus two years of experience in administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Specification

Job Duties and Other Information

This Administrative Program Manager 3 position is located within the Engineering Division of the Office Permitting & Compliance and is domiciled in Baton Rouge, LA. This position reports to the Petroleum Scientist Administrator. Duties include, but are not limited to the following:
- Oversee, train, and evaluate direct reports; coordinating staffing, workflow, and performance management.
- Supervises and directs staff in the administration of all relevant rules, regulations and procedures of the division.
- Plans, schedules, coordinates, and supervises work of section staff in the comprehensive audit of documents and other information submitted by injection well operators and perspective applicants.
- Develop, manage, and identify improvements for efficiency regarding program specific workflows for the state’s Underground Injection Control (UIC) and Exploration and Production (E&P) Waste Management Programs.
- Oversee division administrative operations including payroll, timekeeping, leave requests, and travel authorizations.
- Serves as the administrative point of contact for commissions, advisory committees, and task forces; prepare agendas, meeting summaries, and notices; distribute communications to stakeholders.
- Maintain relationships with state and federal agencies, legislative offices, and the public regarding program and regulatory matters.
- Ensure efficient processing, review, and distribution of all permit and regulatory applications.
- Participate in special projects or assignment as required.
- May perform other duties as assigned.
