Are you passionate about public health, water safety, and professional development? This position serves as the State Training Officer for the statewide Operator Certification Program for water and wastewater facility operators. The Operator Certification Program is responsible for the administration of the State Water Supply and Sewerage Operator Certification (Licensing) Law. The law regulates the certification/licensing of drinking water and wastewater operators on a statewide basis.
The training officer is involved with the training, examination and certification of over 6,500 water and wastewater operators. This position reports directly to the Administrator of the Operator Certification Program and serves in the capacity of Administrator in the absence of the administrator. Minimum Qualifications
- Five years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
Six years of full-time work experience in any field plus two years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
A bachelor’s degree plus two years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
An advanced degree or a Juris Doctorate plus one year of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Specification

Job Duties and Other Information

Job Duties include but are not limited to:
- Conducting and Directing the preparation, validation, administration, grading, and periodic updating of Operator Certification exams
- Reviewing the credentials of individuals seeking approval as authorized trainers
- Tracking and verifying sign-in sheets for all courses approved for certification review and continuing education hours
- Formulate current and long range plans and policies for the water and wastewater operator training program
