Step into a leadership role that directly impacts access to critical Home and Community-Based Services across Louisiana. This position oversees the statewide Medicaid Request for Services Registry supporting more than 14,000 individuals and leads a dedicated team of Program Monitors and Community Service Professionals. The ideal candidate brings strong analytical and advanced writing skills, excels in policy development, and can bring diverse groups together to solve complex, statewide issues.
Minimum Qualifications
- Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Specification

Job Duties and Other Information

Job Duties:
- Program Manager over the Medicaid Registry of approximately 14,000 individuals who have applied for the Children's Choice, Supports Waiver, Residential Options Waiver and the New Opportunities Waiver. Coordinates with the Medicaid Data Contractor, Medicaid Program Support and Waiver Unit and other managers for the waiver registry. Communicate with the public stakeholders, advocates, other program managers and the Local Governing Entity concerning the registry list.
- Directly supervises staff who review and ensure accuracy of submitted data to the RFSR and conducting the Screening Urgency of Need Tool.
- Develops, reviews, interprets and revises program policies and operational instructions as required. Participate and/or attend the State Office Review Committee meetings and provide insight on waiver policies and procedures as well as the Tiered waiver exception process.
- The incumbent will schedule, coordinate and report the waiver performance measures during AP monitoring for the Local Governing Entities.
- Assign, review, calculate and approve the work product if subordinate, providing technical assistance and programmatic guidance as needed.
The ideal candidate should possess the following experience:
Experience with the OCDD service delivery system, eligibility process, and Medicaid.
