This management-level role oversees daily administrative operations for Capitol Region 2 facilities and plays a vital part in helping staff deliver Reproductive Health, STD/HIV, Tuberculosis, Immunization, and WIC services. Minimum Qualifications
- Three years of experience in administrative services; OR
Six years of full-time work experience in any field; OR
A bachelor's degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Specification

Job Duties and Other Information
- Job Duties:
- Supervise and develop staff by assigning, reviewing, and evaluating work; addressing performance issues; preparing timely PES evaluations; identifying staffing and training needs; coordinating training; and ensuring adequate coverage across all clinics.
- Oversee daily administrative and operational functions of Capitol Region facilities, including approving travel and leave, monitoring timesheets, managing office schedules, and ensuring efficient delivery of public health programs and services.
- Manage budgeting and financial operations, including gathering data for budget preparation, monitoring expenditures, preparing variance reports, tracking special formula and supply orders, ensuring compliance with purchasing policies, and securing cash and negotiables.
- Support and manage Vital Records operations by assisting registrars, reviewing and approving legal documents, processing death and stillbirth certificates in LEERS, issuing certified copies, collecting fees, and ensuring confidentiality in accordance with state law.
- Coordinate and monitor personal health programs, including Reproductive Health scheduling, patient registration and eligibility, complaint resolution, program implementation, and prioritization of services within federal and state guidelines.
- Ensure regulatory compliance and operational integrity by maintaining policy manuals, interpreting rules and regulations, conducting staff meetings, managing databases and reports, monitoring audit outcomes, and training staff on multi-system platforms such as STARLIMS, MEVS, EHR, and LINKS.
- Manage property control and administrative documentation, including reviewing payroll entries in CATS, conducting property inventories, tagging and tracking state property, processing transfers, overseeing fee collection and deposits, maintaining required postings, and attending required trainings and workshops.
