Join OBH’s Business Intelligence Unit as a Program Manager 1A and play a leading role in expanding access to behavioral health services across Louisiana. This position is central to launching and supporting two major statewide initiatives: the expansion of Certified Community Behavioral Health Clinics (CCBHCs) and the implementation of the Reentry 1115 waiver for justice-involved individuals.

Minimum Qualifications
- Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Specification

Job Duties and Other Information

Job Duties:
- Overseeing and establishing the development of reporting infrastructure as needed for tracking utilization, access to care, clinical outcomes, and program costs related to CCBHCs and the 1115 Re-entry Waiver. Meet with stakeholders to identify necessary reporting elements. Work with LDH and contractors to ensure creation of databases and data elements as needed. Provide input related to efficiencies and processes while developing the reporting infrastructure.
- Data collection, analysis, and reporting related to CCBHCs and the 1115 Re-entry Waiver. Collaborate with State staff to develop appropriate report templates that meet State and federal reporting requirements and needs. Create ad hoc reports as requested. Collaborate with third party Contractors, as needed to develop and/or implement templates and various reporting and analytical tools and processes.
- SQL/SAS database query development related to CCBHCs and the 1115 Re-entry Waiver. As requested, develop coding for all ad hoc queries from both internal and external databased, related to CCBHCs and the 1115 Re-entry Waiver. Coordinate with requestors to ensure a common understanding of overall understanding of all required data and outputs.

The ideal candidate should possess the following:Experience extracting data from different relational database management systems for consolidated reporting and utilization of tracking of medical service records
