The Mission of ELMHS is to provide mental health evaluation, treatment, habilitation, and consultation for adults. Programs include inpatient interventions, jail-based evaluations, supervised group home and residential programs, forensic evaluation, care, custody, and aftercare; intermediate and long-term psychiatric services are coordinated with the total system of care in Louisiana
ELMHS is looking for a motivated, detail-oriented, and positive individual to join our team as an Accounting Technician!
Minimum Qualifications
- Three years of experience or training in accounting, auditing, bookkeeping, or financial operations or computations.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will substitute for one year of the required experience. Job Specification

Job Duties and Other Information

In this role, you will:
Process receipts through LAGov.
Examine and verify large volume vendor invoices, purchase requisitions and packing slips for the following: correct data, correct coding classification, mathematical accuracy as well as agency approvals to prepare liquidation in the form of check requisitions, credit memorandums, or purchase order confirmations.
Verify the accuracy of payments through expenditure control in LAGov.
Communicate with LDH Payment Management, vendors, purchasing department, warehouse, and other administrative staff and take appropriate action to resolve any issues related to the timely processing of Accounts Payable documents.
Reviews vendor statements to ensure proper account activity and take appropriate action including the communication with vendors to resolve any issues related to outstanding payables.
Incumbent to oversee and create journal vouchers to adjust accounts for inventory related entries.
Incumbent to oversee and audit the petty cash box on a daily basis. Responsibilities include: Reviewing the request for petty cash funds for accuracy and completeness. After the request is approved, cash is disbursed. Request reimbursement of the petty cash funds as necessary.
Manages the ELMHS patient activity checking account. This includes reviewing all request for mathematical accuracy and proper approvals. Once documentation is approved checks are issued based on the request. The incumbent is responsible for reimbursing the account as needed.
Assist with bi-weekly audits of Perpetual Inventory.
Incumbent to maintain vendor files for ELMHS.
Prepare weekly/monthly/quarterly/annual report used by higher level accounting professionals for the preparation of the budget and IAT billings.
Extract and correlate financial information from in-house journals and LAGov.
Generate LAGov reports used by higher level accounting professionals. Post various transactions to in-house journals in Excel and Lotus including inter-agency transfer payments and professional services contract payments.
Manages the agency’s Self-Generated, Income Not Available, and Enterprise funds. Including the receipt of funds, deposit of funds, and the classification of funds through LAGov.
Deposit verification is sent to the State Treasury’s Office.
Communicate with the State Treasury’s Office to resolve any discrepancies. A cash receipt file is maintained for each fund.

Compensation: This position is eligible for a special entrance rate (SER) of $18.90 an hour or $1,512.00 bi-weekly
