The Center for Community and Preventive Health (CCPH) is actively seeking a highly responsible, dynamic executive to take on the pivotal role of Director of the Bureau of Regional and Clinical Operations (BRCO). This position reports directly to the Deputy Assistant Secretary of CCPH and offers the opportunity to provide statewide direction to all regional medical directors, administrators, nursing services, operations, and pharmacy services across nine public health regions, 59 parish health units, and three specialty clinics. The BRCO Director is the central figure providing directional oversight to critical population health services, such as community health workers, throughout the state.

Minimum Qualifications
- Eight years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
Six years of full-time work experience in any field plus five years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
A bachelor’s degree plus five years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR
An advanced degree or a Juris Doctorate plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Specification

Job Duties:
Strategic Planning
- Establishes deliverables, timelines, tools, processes, and metrics to ensure bureau activities and initiatives are completed and align with OP H's strategic goals, objectives, and priorities; including the expansion of the Community Health Worker Initiative. Establishes a culture of consistent operational and service improvement by collaboratively identifying goals for each region and PHU in conjunction with regional leadership teams and program leaders.
Internal and External Collaboration
- Establishes and updates as needed a BRCO communications rhythm which includes conducting regular meetings with bureaus, programs, regional leadership teams and field staff from a variety of disciplines to monitor overall achievement of goals and objectives for each region or facility to ensure a high standard of practice and accountability.
Regional/Population-based Operations
- Routinely reviews the menu of essential public health services offered to support and promote a spectrum of services approaches that support the essential package of public health services.
- Supports the BRCO population health manager in the implementation of the Bureau's Community Health Worker Program (Community Health Ways). Ensures that population health data is used to guide program implementation, ensuring communities lacking resources that impact social determinants of health are prioritized for Community Health Ways services
Clinical Operations
- Collaborates with OPH teams, OPH medical director/assistant state health officer and community stakeholders to assess access to preventive health care throughout the State to determine where the provision of OPH administered clinical services may need to expand or to be reduced.
Human Resource Management
Position-Specific Details:- Provides direct supervision over all regional medical directors\administrators, chief nurse, pharmacy director, operations manager, population health manager, BRCO program monitor supervisor and staff as assigned. Directs the work of subordinate staff by establishing priorities and scheduling work assignments through staff meetings as appropriate.
- Identifies the strategic objectives for BRCO and ensures priorities for staff are set during performance planning sessions. Reviews and evaluates technical functions of staff, completes performance reviews, and approves time and leave requests. Assures staff training as needed and that staff meets all annual state and federal training requirements.
