The Mission of ELMHS is to provide mental health evaluation, treatment, habilitation, and consultation for adults. Programs include inpatient interventions, jail-based evaluations, supervised group home and residential programs, forensic evaluation, care, custody, and aftercare; intermediate and long-term psychiatric services are coordinated with the total system of care in Louisiana
ELMHS is looking for a motivated, detail-oriented, and positive individual to join our team as an Accounting Technician!
Minimum Qualifications
- Three years of experience or training in accounting, auditing, bookkeeping, or financial operations or computations.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will substitute for one year of the required experience. Job Specification

Job Duties and Other Information

In this role, you will:

Maintain financial records of patient monies as a separate custodial function not part of the budgeted appropriation
Performs a multitude of accounting functions necessary for the custodial activity of receipts and disbursements of patient funds. Responsible for posting and journalizing ledgers and preparing financial account reports for the banking function of Patients Accounts

Prepared detailed accounting by patient and in total for the monies maintained in the bank on behalf of the patient. Prepares the following financial reports and activities to journals and ledgers and develops and enforces policies to assist clinicians in the processing of patient activities:
- Cash Disbursements Journal
- Trial Balance
- Cash Receipts Journal
- Stale dated checks for the Louisiana Department of Treasury
- Unclaimed property for the Louisiana Department of Treasury
- Daily Transactions to Cash Disbursements Journal and to Cash Receipts Journal
- Payroll for patients
- Revenues for patients from mail and lockboxes (includes daily check of gate lockboxes on hospital grounds)
- Checks written on patient’s behalf (Payment of bills and for personal items)
- Interest payments to patient’s individual ledger
- Social Security and VA payments
- Provides financial reports to Social Security, Veterans Administration, families, and patients, Social Workers, banking institutions, auditors, attorneys and other appropriate persons, upon request. Assists family and all appropriate persons in closing accounts of deceased patients. Provides financial documentation to Clients Rights and Investigations upon request when issues arise or complaints are filed.
- Provides check writing function for patients of care and maintenance to hospital, for personal insurances, for utility and rent bills when requested, for routine bills (such as subscriptions and clothing orders), and for processing of eye and dental clinic payments
- Manages the Pastoral Care Fund for collections made during client services; for use in providing bibles and other supplies for the church
- Process Certificates of Deposits and pledge securities for the accounts maintained in Patient Accounts to ensure patient funds are protected under federal security laws.
- Prepares documents for monthly reconciliations, which includes reconciling and preparing daily, weekly, and monthly statements and reports as follows:
- Bank statement verification
- Book balance verification
- Prorate of interest payments
- Individual patient ledger balances
- Monthly balance sheet of individual and total accounts
- Prepares year end reports for Fiscal Director and Accountant Manager for use in reporting balances in the annual report
- Prepares daily printout reports of cash receipts and cash disbursements to use in balancing daily deposits and check journals and for use in month end balancing of ledger and bank statements.
- Prepares journal report monthly to balance with daily reports and bank statements. Prepares patient data reports from PIP system for use in recording data in financial files.

Compensation: This position is eligible for an SER rate of $18.90 an hour or $1512.00 bi-weekly
