We’re looking for an Accounting Technician to use highly developed professional skills to provide assistance with accounts payable, bank reconciliations and deposit classifications, billing and credentialing assistance, travel and employee reimbursements, interagency invoice preparation, and purchasing card transactions.

Minimum Qualifications

Three years of experience or training in accounting, auditing, bookkeeping, or financial operations or computations.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will substitute for one year of the required experience.

Job Duties and Other Information

Job Duties:

  • Reviews, codes, and processes vendor and contractor invoices for payment in accordance with state and agency policies. Performs invoice-to-purchase order and receiving verification, identifies and resolves discrepancies with vendors or requisitioning staff, and enters vouchers into the accounting system. Maintains documentation to support internal controls and audit readiness.
  • Prepares monthly bank reconciliations for assigned CLHSD accounts in accordance with state fiscal policies and deadlines. Reviews deposits, receipts, and payment activity to ensure transactions are properly recorded and reconciled to the general ledger. Classifies deposits by revenue type for accurate allocation and reporting, investigates variances, and works with Fiscal Services staff to resolve discrepancies. Maintains reconciliation workpapers for audit and management review.
  • Provides support to the billing department as needed to ensure operational continuity. Assists with designated billing functions to maintain efficiency and compliance with state and federal requirements. Serves as a designated backup for credentialing functions by maintaining documentation and tracking renewals to ensure provider eligibility, compliance, and operational continuity.
  • Extracts data from a variety of fiscal sources and prepares special reports for CFO and Executive Director. Assist with development of budgets and other items required for executing contracts. Monitors expenditures and ensures adherence to budgetary commitments in accordance with established policies. Responds to requests for information concerning fiscal matters.
  • Reviews and processes employee travel authorizations and reimbursement requests in compliance with State of Louisiana travel regulations (PPM 49). Verifies supporting receipts, mileage calculations, and per diem eligibility prior to payment. Tracks reimbursements to completion and resolves documentation deficiencies with employees.
  • Prepares interagency invoices (IAT billings), including those required by the Department of Children and Family Services (DCFS). Reviews supporting documentation for accuracy, compliance, and completeness. Submits invoices through the designated system and maintains records for reconciliation and audit purposes. Tracks submissions to ensure accuracy, timely payment, and audit readiness.
  • Uses an agency-issued purchasing card to make approved purchases in compliance with State of Louisiana and CLHSD purchasing card policies. Retains receipts, codes transactions, and reconciles monthly statements to ensure accuracy. Submits supporting documentation for supervisory approval and audit review.

Compensation: Note regarding the advertised pay range: The advertised maximum amount listed is the maximum salary a person can make while in this title/level over their career and not the maximum amount we are allowed to pay a new hire.
