Minimum Qualifications

Two years of the required experience for the following minimum qualifications must have been on-the-job experience:
Four years of experience or training in building construction trades, building maintenance, or in the operation, maintenance, and/or repair of water vessels, movable bridges, or other equipment such as heavy, mobile, mechanical, electrical, or hydraulic. Job Specification

Port Facility Maintenance Foreman
Marine Construction
This position serves as the Port Facility Maintenance Foreman in the Fendering department of the Port of New Orleans Maintenance Division. The incumbent is responsible for managing and directing the daily field operations and processes of the Port’s Fendering Team, which involves the maintenance and repair of the Port’s fendering systems, wharves, docks and associated structures and facilities.
This position participates in the required PORT training program and obtains additional training in order to facilitate the efficient performance duties and/or required tasks. This is a safety sensitive position that requires random drug screening throughout the year. The incumbent is required to possess and maintain a valid Louisiana Driver’s License, Class D and be knowledgeable and capable of the safe operation of various types of equipment required to fulfill the needs of the position and the PORT. The incumbent is required to have knowledge of the use of a UHF radio, which requires proper radio etiquette. The incumbent shall utilize a telephone, cell phone, two-way communication device, computer and e-mail to facilitate communications if required. The incumbent must be able to perform duties many times without direct supervision and be knowledgeable enough to interpret unforeseen conditions as they may arise.
DAILY OPERATIONS
Manages and directs the daily field operations and processes of the Port’s Fender Team, in order to affect the maintenance and repair of the Port’s fendering systems, wharves, docks and associated structures and facilities. These operations and processes include but are not limited to: Assigns and implements the maintenance and repair tasks for the Fendering Department. Directly supervises the personnel for the Fendering Department. Maintains proper records needed to document the maintenance, repairs, and daily activities of the Fendering Department. Estimates labor, materials, time and equipment needed to complete maintenance and repair projects. Inspects wharves, wharf sheds, docks and associated structures to determine condition of the wharf elements, the need for repairs/maintenance and the urgency of the repairs or maintenance needed. Advises personnel with technical problems, safety procedures, disciplinary problems and availability the use of equipment and materials.
SAFETY AND LOSS PREVENTION MANAGEMENT
Assists with the management, implementation and enforcement of all Port safety practices, programs and policies. Take corrective action to eliminate all deficiencies noted on safety inspections. Monitors existing procedures and workflow and develops new procedures and practices in order to maximize safety inspections. Conducts regular safety inspections or equipment and work sites, participates in and ensures adherence to the Port’s JSA program. Fosters a culture of safety with all direct and indirect subordinates.
ADMINISTRATIVE
Duties include but are not limited to preparing weekly time sheets, employee work schedules, scheduling over time and approving leaves requests. Prepares and/or reviews the annual performance evaluation for subordinate positions in the Fendering Department. Develops and regularly conducts knowledge and skills assessment for all subordinates in order recommend promotions for employee’s career advancement. Recommends to upper-level management and participates in disciplinary actions. Advises and coaches subordinate level supervisors on disciplinary matters.
BUDGET
Assists Port Facility Fendering Manager in developing a budget and managing it by enforcing controls and monitoring expenditures for salaries, overtime, controllable expenses, and any unplanned expenditures.
ASSET MANAGEMENT
Facilities proper asset management of all Fender Team Equipment by establishing a routine maintenance and inspection schedule for all Fender Department equipment. Facilitates and conducts inspection and repairs on all department equipment.
OPERATION OF HEAVY EQUIPMENT
Acquire and maintain the proper credentials in order to operate heavy equipment as needed to assist with Fendering or other Maintenance Departments’ repair and maintenance projects.
OTHER DUTIES, INCLUDING EMERGENCY SUPPORT
Incumbent is required to perform a variety of tasks and assignments, as directed by the supervisor, necessary to fulfill the mission of Waterfront Maintenance Department and/or Port Maintenance Division. Other work as directed. Essential employee during emergencies, natural disasters, etc. Must be immediately available to respond to problems arising at facilities, Equipment and Port owned bridges during times of emergencies. Available in person, by phone, and via the internet at all times.
