The Board of Regents is established in the Louisiana Constitution as the state’s coordinating board for higher education, working with four management boards, 32 public degree-granting institutions, and four special-purpose institutions. The BoR sets statewide policy related to higher education; advocates for higher education systems and institutions; distributes state-provided funding in accordance with legislative actions; and administers granting programs related to the advancement of the missions of postsecondary education systems and institutions. The Board of Regents contains three programs which include the Board of Regents, the Louisiana Office of Student Financial Assistance (LOSFA), and the Louisiana Universities Marine Consortium (LUMCON).

POSITION OVERVIEW:

The LOSFA Director of Budget Operations provides financial management leadership through organizational excellence while establishing sound financial administration and business operations. This position will provide fiscal management for Board of Regents agency and LOSFA’s financial budget operations, funds management, and general ledger. This position ensures that the program operates within its budget and is charged with the oversight of revenues and expenditures. The Director of Budget Operations oversees the LOSFA fiscal functions including accounts payable, accounts receivable, budget and accounting, grants, contracts, purchasing, procurement, and travel. This position reports to the Assistant Commissioner for Budget Affairs.

MINIMUM QUALIFICATIONS:

  • Baccalaureate or advanced degree in public administration, accounting, finance, business administration, or related field.
  • Minimum of 5 years of professional level budget experience, preferably in a government or higher education setting.
  • Knowledge of fund accounting, budget development, and account reconciliation.
  • Ability to work across local and online platforms to maintain multiple data streams.
  • Familiarity with Microsoft Office software and online tools for fiscal tracking and analysis.
  • Willingness to work collaboratively with both finance and program staff across multiple units.
  • Solid analytical and communication skills.

PREFERRED QUALIFICATIONS:

  • Knowledge of LaGov ERP System.
  • Familiarity with the State of Louisiana budget process including budget spread, budget adjustments (BA-7s), and Performance Reporting.

ESSENTIAL DUTIES & RESPONSIBILITIES:

Essential and other important duties and responsibilities may include, but are not limited to the following:

  • Administers the operation of the LOSFA budget and approves budget procedures.

  • Directs and oversees the financial activities and budget operations of multiple cost centers.

  • Leads LOSFA budget development, monitoring, and ongoing budgetary oversight.

  • Executes changes to LOSFA procedures and systems to ensure compliance with agency, state, and federal requirements.

  • Monitors and maintains the LOSFA program budget and accounting records.

  • Prepares the LOSFA budget request each fiscal year. Assists in the preparation of the agency’s final budget request by doing research and gathering data from program managers.

  • Ensures that all payments are made in a timely fashion and expenditures are in accordance with the state policies and procedures.

  • Ensures that personnel transactions are properly coded.

  • Develop analytical procedures for application to system and institution budget submissions.

  • Monitors status and execution of operating budgets from an agency perspective.

  • Serves as primary financial contact between LOSFA and Board of Regents.

  • Works collaboratively with LOSFA Executive Leadership to ensure that the organization’s financial and business operations support the Board of Regents’ mission and strategic plan.

  • Reviews and analyzes proposed budget adjustments and emerging budgetary issues.

  • Proposes alternatives to spending and revisions in the authorized LOSFA budget.

  • Prepares, monitors, reconciles, audits, and forecasts LOSFA revenues, expenditures, and budgets.

  • Prepares BA-22’s for new contracts.

  • Coordinates and compiles the Higher Education Budget Submission process for Board of Regents.

  • Assist in special assignments, as circumstances require.

  • Perform other duties as needed to ensure the smooth operation of the Board of Regents.
