The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services (OTS) will work to increase the return on the State’s investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.
The incumbent in this position would be experienced in the procurement process in the Vendor and Provider Management area of OTS. This position is responsible for providing direct support to the Office of Technology Services (OTS) executive and senior management, Agency Relationship Managers, OTS customers and VPM staff for the following areas; procurement process and budget planning. Emphasis is on recognized knowledge of procurement processes. The position requires skills in providing executives and business area managers with knowledge of lT procurement regulations. Specialized knowledge includes expertise in developing clear, measurable procurement documentation to assist in the acquisition of lT systems and services that meet agency needs.
The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:- Overseeing the state’s capital construction program
- Working to provide state and federal grants for community development
- Development of the state budget
- Providing technology services
- Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
- Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
Minimum Qualifications

Five years of experience in information technology or administrative services; OR
Six years of full-time work experience in any field plus three years of experience in information technology or administrative services; OR
An associate’s degree in information technology or accounting plus three years of experience in information technology or administrative services; OR
A bachelor’s degree plus three years of experience in information technology or administrative services; OR
A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus two years of experience in information technology or administrative services; OR
A master’s degree plus two years of experience in information technology or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles. Job Specification

Job Duties and Other Information

Job Duties:
- Analyzes emerging hardware technologies and /or software products to assess suitability, as well as the time frame for highly complex acquisitions and implementations. Consults on technical requirements for highly complex statewide information technology purchases and provides technical operational assistance to support OTS projects. Plans, organizes, and coordinates highly complex information technology purchases of commodities and services. Prepares necessary documentation for the assigned operational function and maintains associated records. Provides recommendations for highly complex statewide information technology acquisitions and obtains necessary approvals. Provides oversight of associates engaged in information technology acquisitions with vendors.
- Provides direct or functional supervision over lower-level OTS personnel. Responsible for providing direct support to the Office of Technology Services (OTS) executive and senior management, Agency Relationship Managers, OTS customers, and VPM staff for the following areas: procurement process, contracts, and budget planning. Distributes work assignments to associates for the assigned.
- Conducts highly complex analyses for an assigned operational function of the Office of Technology Services in the areas of supply chain, and fiscal support.
- Supports statewide information technology operations by conducting analyses for an assigned function, providing OTS executives and business area managers with knowledge of lT procurement and contract regulations.
- Responsible for knowing the Louisiana Procurement Laws, Rules, and Regulations, and the IT Procurement Guidelines and policies. Requires experience with the process of obtaining approvals by the Office of Technology Services (OTS) Chief Information Officer (CIO), DOA Assistant Commissioner, and the Office of State Procurement (OSP), for IT acquisitions.
- Other duties as needed and/or directed by the State CIO or his designee.
