About this Job:
This position is located in the Construction Contracts Unit and is responsible for the direct supervision of a staff of lower level engineering technicians. This position is also responsible for the preparation and assembly of the most complex and/or highest priority construction bid proposals and construction specifications for projects in the DOTD construction program and for developing and maintaining methods to provide customers with bidding information utilizing the newest technology available. These duties require extensive specialized knowledge of the intricacies of this function such as governing state and federal laws and regulations, Department policy, and work unit procedures. This position receives supervision from the Contracts Engineer (Engineer 6). Performance failure may result in project letting schedule delays, loss of funding, and costly construction claims and litigation. This position serves as an Electronic Bidding procedures technical expert, which requires experience in LADOTD Internet, AASHTOWare Project Preconstruction software, Bid Express Internet bidding site, and knowledge about DBE / SBE requirements.

Minimum Qualifications

Possession of a high school diploma or GED plus five years of sub-professional engineering experience; OR

Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance plus five years of sub-professional engineering experience; OR

Thirty semester hours in one of the following specialized fields: architecture, cartography, construction management, construction technology, drafting, engineering, engineering graphics, engineering technology, industrial technology, landscape architecture, math, or physics; OR

A bachelor's degree in engineering, engineering technology, construction management or construction technology.

Job Duties and Other Information

Job Duties:

  • Directly supervises the activities of a staff of subordinate engineering technicians in the Contracts Unit engaged in the processing of construction bid proposals and contracts for construction projects to be let for bid.
  • Serves as the Department's engineering technician expert responsible for advertising projects for the Department's road and bridge construction program (annual budget approximately $800 million). This includes using substantial training and expert knowledge to ensure that all state and federal laws are complied with, and DOTD requirements have been met. Works with multiple other systems including but not limited to: LADOTD internet, AASHTOWare Project Bid and BidX software. Incumbent attends annual AASHTOWare conferences when possible for training purposes and stays abreast of updated BidX procedures.
  • Drafts and/or finalizes construction bid proposals for the most complex and/or highest priority projects. Revises such construction proposals as necessary to maintain compliance with changes in specifications occurring between issuance of a project's draft bid proposal, and the proposal finalization deadline. Once finalized and advertised, prepares any addenda required by plan revisions, changes in specification requirements, bid document errors, etc. within the advertisement period prior to letting.
  • Develop new methods to provide customers with bidding information utilizing the newest technology available.

Compensation: This position is eligible for premium pay of $1.00 per hour worked.
