The overall function of this position is to supervise employees of quality assurance units within the District 03 Laboratory, ensuring materials activities for construction and maintenance comply with State and Federal regulations and specifications. This position is located in the District 03 Laboratory (Unit 153) of the Department of Transportation and Development and reports directly to the District Laboratory Engineer (Engineer 6). The incumbent must be self-motivated and be able to perform duties many times with minimal supervision and be able to anticipate unforeseen conditions as they may arise. The incumbent will participate in appropriate DOTD structured training programs as appropriate and attend all continuing education classes and conferences deemed necessary to facilitate the performances of required tasks.

Minimum Qualifications

Possession of a high school diploma or GED plus five years of sub-professional engineering experience; OR

Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance plus five years of sub-professional engineering experience; OR

Thirty semester hours in one of the following specialized fields: architecture, cartography, construction management, construction technology, drafting, engineering, engineering graphics, engineering technology, industrial technology, landscape architecture, math, or physics; OR

A bachelor's degree in engineering, engineering technology, construction management or construction technology.

Job Duties and Other Information

Job Duties:

  • Assesses, prioritizes, and schedules work; assign tasks, with an emphasis toward workload and the effective use of personnel; conducts performance evaluations; approves requests for leave; counsel employees and resolve disputes.

  • Acts as a principal assistant to the Engineer 6 in the District 03 Laboratory by directing the operations of a multiple function unit or units within the District 03 Laboratory, such as Materials Testing or Field Operations.

  • Evaluates and resolves complex problems which develop in connection with Materials Testing, Field Operations, or documentation requiring highly specialized skills and advanced technical knowledge and experience.

  • Supervise the internal office operations and documentation system for the District 03 Laboratory.

  • Assesses training needs, and coordinates and evaluates the training of District Quality Assurance Laboratory employees.

  • Provides budgetary planning and recommendations to properly maintain and operate assigned work unit or units.

  • Attends, studies, and successfully completes any training courses required and provided by the Department for this position.

  • May be required to perform other duties as necessary, but not limited to, emergency/disaster support activities.
