This position serves as a Region technical specialist and provides program support relating to the ITS Roadway Flooding Detection and Notification, ITS Traffic Video Collection and Distribution, ITS Device and System Maintenance, ITS Fiber Optic Damage Prevention, and ITS Infrastructure Management, DOTD Wireline Communications Services, and DOTD Wireless Communications Services programs within the Infrastructure Management and Communications Unit of the DOTD statewide Intelligent Transportation Systems (ITS) Section. The ITS Program (ITSP) is charged with providing necessary planning, systems integration, and development of specifications for implementing state-of-the-art traffic monitoring and control technologies on the state’s interstate and major highway systems. This program is supported by real-time operational transportation network software and hardware components. The position is the lead worker over ITS Technician’s (1,2,3) that serve as project managers for the routine maintenance and repair of communications devices which includes traffic cameras, dynamic message signs, vehicle detectors, and other, intelligent transportation devices and systems within an assigned District or statewide as needed. Responsibilities include technical consultation for the most complex problems concerning implementation, optimization, and management of system software and hardware. A working knowledge of the network including all aspects of fiber optics, digital microwave, data, voice, and network communications is needed to advise and assist lower-level technicians and stakeholders. This position reports to an ITS Technician Supervisor.
While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.

Minimum Qualifications
Five years of experience or training in the maintenance and/or repair of electronic, electrical, or telecommunications devices, components, networks, or systems; OR
An associate’s degree in electrical technology or electronic systems plus three years of experience or training in the maintenance and/or repair of electronic, electrical, or telecommunications devices, components, networks, or systems.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university in electrical technology or electronic systems will be credited as one year of experience.Job Specification

Job Duties:
Exercises functional supervision of the work done by technicians and vendors, consultants, and contractors who participate in the ITS Roadway Flooding Detection and Notification, ITS Traffic Video Collection and Distribution, ITS Device and System Maintenance, ITS Fiber Optic Damage Prevention, and ITS Infrastructure Management, DOTD Wireline Communications Services, and DOTD Wireless Communications Services programs. Recommends of approval the work done by vendors, consultants, and contractors for payment. Participates in and provides expertise for the statewide planning and maintenance of the ITS communication network systems. Ensures lower-level specialists are staying on schedule with ITS maintenance projects and that vendor supplied software/hardware meets Federal Highway Administration standards and that all data is up-to-date for network components. Serves as the subject matter expert for the ITS Device and System Maintenance Program. Compiles reports and system information in order to evaluate and recommend changes to the systems network. Assists managers in analyzing and diagnosing network performance problems. Spot-checks the network devices that monitor the alarm conditions at the digital microwave and fiber optic locations statewide, the network systems, and network equipment to verify DOTD Program Specialists are addressing system issues in a timely manner and are adhering to ITS policies and procedures. Collaborates with vendors to debug or modify the most complex ITS devices and systems.
Assists DOTD Program Specialists with onsite inspections when there are systems problems that are difficult to diagnose. Utilizes expertise to locate and recommend methods for resolving the issues. For complex/far-reaching system problems, reports issues to upper level management and provides estimates of impact to the Department.
Provides and attends training as needed. Trains users in proper operation of communications equipment. Initiates consultation with users and administrators on various network requirements including usage, design and operation of ITS devices and systems.
Performs other duties as directed by supervisors to maintain the 24 hour operation of ITS devices and systems. May be required to perform duties as necessary including, but not limited to, emergency/disaster support activities.
