Duties Summary
This position, located in the Department of Human Services Human Resources (HR) Office, Position Management Services Staff, serves as a technical lead and primary technical expert to the unit's staff and provides technical support to the unit head. The position performs technical human resources work for the Position Management Services Staff which includes processing and finalizing the full range of position actions; conducting limited classification reviews and technical analyses; advising on data management for various HR computer systems and software; and performing clerical and administrative support functions.
To effectively perform these duties and responsibilities, applicants must possess demonstrated knowledge of the principles and practices of position management and position classification; departmental organizational structures and classification standards; applicable collective bargaining unit agreements as they relate to position classification and compensation; the preparation, review, and processing of position action forms and supporting documentation; and human resources information systems (i.e. Human Resources Management System), and related electronic databases used for organizational coding and position tracking. Additionally, applicants must possess the ability to analyze and evaluate position descriptions and organizational information by comparing them to class specifications, organizational charts, and functional statements; research and interpret applicable laws, rules, policies, guidelines, and precedent cases and apply them to complex or unusual position actions; exercise sound judgment in determining the appropriate disposition of position actions and selective certification requests; and communicate clearly and effectively, both orally and in writing, to explain position management and classification requirements to departmental programs and internal HR staff.Minimum Qualification Requirements

Legal Authorization to Work Requirement:
The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
General Experience: One year of progressively responsible general office clerical experience.
Specialized Experience: Four years of experience in an office where the work required the knowledge and application of pertinent human resources rules, regulations, procedures and program requirements.
Selective Certification - Position Management and Services: Of the work experience required, at least one year must involve performing technical reviews, analyses, and processing of position actions and/or classification-related work.
Supervisory Aptitude: Some positions may require supervisory aptitude. Supervisory aptitude is the demonstration of aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects of supervision, e.g. by serving as a group or team leader; or in similar work in which opportunities for demonstrating supervisory capabilities exist; or by the completion of training courses in supervision accompanied by application of supervisory skills in work assignments; and/or by favorable appraisals by a supervisor indicating the possession of supervisory potential.
