This posting is for the State of Hawai'i, Department of Land and Natural Resources, Mauna Kea Stewardship and Oversight Authority (Authority).
This position serves as the Executive Assistant and reports to the Executive Director of the Authority.
Salary: Minimum $65,000.00 - $70.000 Annually (salary commensurate with education and experience).

Duties Summary
- This position assists the Mauna Kea Stewardship and Oversight Authority (MKSOA) in managing the resources and assets of approximately 11,378 acres on Maunakea that are under lease or easement between the Board of Land and Natural Resources and the University of Hawai'i by providing administrative support to the MKSOA. This position is based at the MKSOA Office on Hawai'i Island but will involve occasional work on other islands requiring overnight stays. This position performs other duties as assigned.
Minimum Qualification Requirements
- Citizenship Requirement: Applicants must be citizens, permanent resident aliens, or nationals of the United States. Non-citizens with unrestricted employment authorization from the U.S. Immigration and Naturalization Service may also apply.
RECOMMENDED QUALIFICATIONS:
Knowledge of:
- General administrative practices associated with a business, government, academic, or non-profit organization.
- Word processing, database, and spreadsheet programs; video conferencing; general office procedures; secretarial principles and practices; filing; computers and standard office equipment; fundamental archiving and curating principles and practices.
Skill/Ability to:
- Strong written and oral communication; able to plan, organize and carry out a broad range of projects; able to write various documents including minutes, memos, summaries and reports; able to speak simply and directly to individuals in response to their inquiries; work effectively under frequent interruptions and changing requirements, and deal tactfully with staff and the general public.
- Proficiency in using MS Office Suite including Word, Excel, Outlook, and PowerPoint; Google-based applications including Drive, Docs, Sheets, etc.; and video conferencing applications including MS Teams, Google Meets, and Zoom.
- Able to follow oral and written instructions and be self-motivated; analyze and interpret common legal documents; listen and respond to common inquiries or complaints from agencies or members of the general public; define problems, collect data, establish facts, and draw valid conclusions.
Recommended Education and Experience:
- Graduation from an accredited four (4) year college or university with a bachelor’s degree.
- Three (3) years of general office management work, including handling and dissemination of information, use of word processing skills.
The education or experience background must also demonstrate the ability to write clear and comprehensive reports and other documents; read and interpret complex written material; and solve complex problems logically and systematically.
Substitution of Experience for Basic Education Requirement: General office management and other administrative work may be substituted for education on a year-for-year basis. To be acceptable, the experience must have been of such scope, level and quality as to assure the possession of knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree.
Desirable Qualifications: A general understanding of Mauna Kea including its: physical geography on Hawai'i Island and the State of Hawai'i; significance to Native Hawaiians; and history of governmental actions regarding scientific research, conservation, land management, traditional and customary practices, recreation, and business activities. Working knowledge of Hawaiian history, language, and cultural traditions; environmental conservation; planning and development, scientific research related to astronomy, archaeology, ecology, and other geosciences; government operations; and business.License Requirement: Applicants must possess a valid license, type 3 or higher, to drive in the State of Hawaii.
Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position.
