Duties Summary
-
The Geographic Information Systems (GIS) Specialist is responsible for the management of Construction and Facility Management Office databases to ensure compatibility with the Army National Guard guidance and standards for GIS program development, data integration and map production. The incumbent will serve as coordinator for systematic collection, storage, and retrieval of real property, projects, planning, and environmental spatial data with Hawaii Army National Guard staff.
Minimum Qualification Requirements

KNOWLEDGE:
Knowledge of regulations, rules, laws, policies, directives and standards in Installation Geospatial Information and Services and Information Technology. Practical knowledge of best management practices and protocols in environmental compliance and conservation, facility planning and management, and range planning, safety, and sustainment.
Must be familiar with the current version of Environmental Systems Research Institute (ESRI) ArcGIS Pro and web-based GIS applications.
Knowledge and skills in geospatial technology; remote sensing; digital image processing and visualization, photogrammetry, cartography, dashboards, and story maps.
Knowledge of Spatial Data Standard for Facilities Infrastructure and Environment (SDSFIE) and the Federal Geographic Data Committee (FGDC) Content Standard for Digital Geospatial Metadata (CSDGM).
SKILLS / ABILITIES:
Technical skills in adapting appropriate technology in the development and maintenance of GIS relational databases, GIS servers, data acquisition using GPS/GNSS and other survey equipment, and maintenance of software and hardware devices.
Ability to lift and relocate objects weighing up to 25 lbs. unassisted.
Must have color vision and ability to hear (corrected is acceptable).
EDUCATION:
Bachelor's degree from an accredited college or university in computer science, engineering, mathematics, environmental and earth sciences, and geography with minimum of 12 credit hours in geographic information systems, geomatics, remote sensing, statistics, geodesy, physical sciences, and/or related fields.
Educational background or training in geography, urban and regional planning, engineering, architecture, environmental science or geosciences.EXPERIENCE:
Minimum of two years' experience in the operation of GIS services and management of relational database systems involving applications to environmental assessment and remediation, facility management, site master planning, and utilities design, review and planning.
Experience in development and editing of GIS data, model building, geospatial analyses, cartographic production and display in web-based applications.
Experience in the development of enterprise and web applications such as ArcGIS for Asset and Space Management; skills in CAD, BIM, and Power BI applications; knowledge of GIS applications in facilities master planning, mapping of underground utility networks, and 3D visualization.
Must possess a valid Driver's License to operate a vehicle in the State of Hawaii.
Must pass a criminal history background check and be a resident of the State of Hawaii.
Must complete necessary requirements to obtain a Common Access Card (CAC) for access to the HIARNG Reserve Component Automation System (RCAS). Requirements include receiving a "favorable" National Agency Check (NAC) per AR 25-1 and AR 25-2 and completing the necessary applications forms, fingerprinting and training.
Traveling to Neighbor Islands and Mainland is required.

This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will", which means that you may be discharged from your employment at the prerogative of your department head or designee at any time.
