Duties Summary

The Research & Economic Analysis Division (READ) is responsible for statewide economic and demographic research and analysis, including the provision of basic research support for planning and economic development activities of the State; the collection and analysis of economic and demographic data for policy formulation purposes; the expansion and improvement of facilities and methods of statistical data collection, storage, and dissemination for governmental and private use; the development of operational economic and econometric models to obtain information and to test hypotheses about the State’s economy and its specific aspects; and the formulation of analytical frameworks for economic policy analysis, including benefit-cost analysis, forecasting, and reviewing existing and projected economic activities as they affect the State.

The Tourism Research Branch (TRB) administers the State Tourism Research and Statistics Program, which is mandated by Act 156, SLH 1998 Session Laws of Hawaii, Nineteenth State Legislature, Regular Session of 1998. The TRB's responsibilities and functions include: measure and analyze tourism trends; provide information and research to assist in the development and implementation of the State Tourism Policy; encourage and arrange for the conduct of tourism research and information development through voluntary means or through contractual services with qualified agencies, firms, or persons; provide tourism information to policy makers, the public, and the Visitor Industry; collect and publish visitor-related data including visitor arrivals, visitor characteristics and expenditures; collect and publish hotel-related statistics including the number of units available, occupancy rates, and room rates; collect and publish airline-related data including seat capacity and number of flights; collect information and conduct analyses of the economic, social, and physical impacts of tourism on the State; conduct periodic studies of the impact of ongoing marketing programs of the Hawaii Tourism Authority (HTA) on Hawaii’s tourism industry, employment in Hawaii, State taxes, and the State’s lesser known and underutilized destinations; and cooperate with the HTA and provide it with the above information in a timely manner.

Minimum Qualification Requirements

A. Knowledge:

Correct English grammar, spelling, punctuation, word usage, and arithmetic. Office practices and procedures. Operation and maintenance of common office appliances and equipment. Basic understanding of Hawai‘i – its geography, history and culture. Understanding of the general board or committee functions and operations.

B. Skills/Abilities:

Must be able to read, comprehend, and apply written and oral directions; communicate effectively with others orally and in writing; maintain effective and cordial working relationships with others; maintain a multi-task-oriented workload. Be able to work alone and in collaboration with others. Facility in computer programs including Microsoft Suite (esp. Word, Excel, PowerPoint) and Outlook. Familiarity with cloud applications. Good electronic filing and organizational skills. Accurate math skills and understanding of basic math concepts. Must be capable of taking notes, transcribing, drafting and finalizing board and/or committee minutes and/or meeting notes.

C. Education*:

Strong preference for graduation from a four- (4) year accredited college or university, preferably with a well-rounded curriculum that includes some kind of business or public administration. No particular major required. Subject to review and approval, experience may be used as a substitute for education.


D. Experience*:

Progressively responsible professional work experience of a minimum of five (5) years in any of the following areas: administrative, coordination, clerical, paralegal, government. Experience in drafting and producing board meeting minutes and/or notes.

This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will," which means that you may be discharged from your employment at the prerogative of your department head or designee at any time.
