INTRA-DEPARTMENTAL PROMOTIONAL OPPORTUNITY - Applicants must be members of the civil service of the Department of Transportation, Executive Branch, State of Hawaii. The eligible list will be used to fill current and future vacancies, including vice/temporary vacancies, in the Department of Transportation, during the one-year life of the list.

Acceptance will be made for applicants who are currently an Airport Fire Lieutenant or Airport Fire Captain and have the required years of experience to meet the Minimum Qualifications Requirements of the Airport Fire Commander, but who do not possess all of the required Airport Fire Equipment Operator and/or Airport Firefighter/Recruit work experience.

Salary: $8,194 per month (SR-26).

Duties Summary

Provides the primary oversight to Procurement and Resource Management, Command, Control and Emergency Operations and Regulatory Compliance with responsibility for federal grants administration and specialized training in coordination with federal, state and city partners. Provides the development and execution of statewide ARFF training and Pro Board Certification fire programs and directs the daily operations of training officers within the Airport Operations training unit. Provides strategic and operational support to the State Airports Fire Chief (SAFC) by guiding district training officers to ensure all personnel meet required training standards and maintains full compliance with Federal State and NFPA regulations.

Minimum Qualification Requirements

To qualify, you must meet all of the following requirements:

General Experience:

Graduation from high school, or equivalent. One (1) year of work experience which demonstrates that the applicant is able to read and comprehend written material, follow oral and written instructions, and prepare written material may be substituted for graduation from high school.

Airport Firefighting Experience Requirement:

Airport Firefighting experience must demonstrate that the applicant has knowledge of aircraft rescue firefighting (ARFF) techniques, methods and procedures; use of tools and equipment peculiar to aircraft firefighting; fire suppressing agents; characteristics of different types of fires; fire prevention practices; emergency medical responder care; fire inspectional practices and procedures; and ability to physically perform the duties of the position; follow oral and written instructions; and establish and maintain good working relationships with others.


This experience must have been gained at an airport or airfield which meets Title 14, Code of Federal Regulations (CFR), Part 139, Aircraft Rescue and Fire Fighting Index Rating C, D, or E, which involved providing ARFF and fire inspection and safety services.

The required supervisory experience ** shall have been acquired either as an HDOT Airport Fire Captain and Lieutenant (Option A) or as an HDOT Airport Fire Lieutenant (Options B):

OPTION A:

Seven (7) years of Airport Firefighting experience * at a Hawaii Department of Transportation (HDOT) airfield or airport as a member of the HDOT Aircraft Rescue and Firefighting Unit (includes HDOT Airport Firefighter Recruit experience). Of the seven (7) years of Airport Firefighting experience, one (1) year shall have been as a HDOT Fire Captain; one (1) year shall have been as a HDOT Airport Fire Lieutenant; and two (2) years shall have been as a HDOT Airport Fire Equipment Operator.

OPTION B:

Eight (8) years of Airport Firefighting experience * at a Hawaii Department of Transportation (HDOT) airfield or airport as a member of the HDOT Aircraft Rescue and Firefighting Unit (includes HDOT Airport Firefighter Recruit experience). Of the eight (8) years of Airport Firefighting experience, three (3) years shall have been as a HDOT Airport Fire Lieutenant, and two (2) years shall have been as a HDOT Airport Fire Equipment Operator.

** Supervisory Experience:

Two (2) years of supervisory experience that must have involved assigning and reviewing the work of subordinates, rating their performance and directing the work of subordinates or teams on ARFF missions. This experience must demonstrate that the applicant possesses knowledge of ARFF theories and tactics and supervisory principles and practices and is able to direct ARFF suppression and crash rescue operations and supervise the work of others.

For the Airport Fire Commander level, the required Supervisory Experience shall have been acquired either as a HDOT Airport Fire Captain and Lieutenant (Option A) or as a HDOT Fire Lieutenant (Option B).

Substitutions Allowed:

Graduation from high school, or equivalent may be substituted for General Experience.

License/Certification Requirements:

Certificates must be maintained on a current basis as applicable.

License:

Applicants must possess a valid driver's license, at time of appointment.

Certification:

Applicants must possess the following certification, at time of appointment:
  • Cardio-Pulmonary Resuscitation (CPR) and Automated External Defibrillator (AED)
  • International Fire Service Accreditation Congress (IFSAC) or Pro Board Firefighter I certificate
  • IFSAC or Pro Board Firefighter II certificate
  • IFSAC or Pro Board Hazardous Materials Awareness certificate
  • IFSAC or Pro Board Hazardous Material Operations certificate; and
  • National Registry of Emergency Medical Technician (NREMT) Emergency Medical Technician Certificate, or Advanced Emergency Medical Technician Certificate (AEMT) or National Registry Paramedic Certificate or Emergency Medical Responder (EMR)
  • IFSAC or Pro Board National Fire Protection Association (NFPA) Driver/Operator - Pumper and Driver/Operator - ARFF
  • IFSAC or Pro Board NFPA Fire Instructor I
  • IFSAC or Pro Board NFPA Fire Instructor II
  • IFSAC or Pro Board NFPA Fire Officer I
  • IFSAC or Pro Board NFPA Fire Officer II
  • IFSAC or Pro Board NFPA Fire Inspector I
  • Airport Firefighter license and certification requirements
  • Incident Command 100, 200, 300 and 400.
  • Valid license to drive in the State of Hawaii.

Physical and Medical Requirements:

Applicants must be physically able to perform the essential duties of the position, effectively and safely, with or without reasonable accommodation. The essential duties typically require, but are not limited to, the ability to engage in sustained physical exertion and perform arduous work under adverse conditions (e.g. lift and carry people and firefighting equipment wearing Self-Contained Breathing Apparatus [SCBA] with mask and other personal protective equipment during rescue and salvage activities); climb five flights of stairs and swim.
