Duties Summary

Functioning as a liaison between Office of Enterprise Technology (OET), the Director’s office, and the Social Services Division (SSD), this position serves as a project manager providing leadership, coordination, and support to the SSD administrator with special projects and initiatives. Additionally, the position assists with the data transition upgrade to the Comprehensive Child Welfare Information System (CCWIS) IT Modernization Project (ITMP) “ITMP” and manages the project. The objective of the ITMP to develop and implement the new CCWIS system to replace an old legacy system that is increasingly difficult and costly to maintain.

This position oversees development of the overall schedules and work plans focusing on the integration, coordination of key projects to maximize efficiencies, ensure synergies, minimize risks, and prevent barriers to any single project and to the overall division. This position coordinates and collaborates with department and division leadership, governmental entities, consultants, contractors, technical leads, business leads and project managers.

Minimum Qualification Requirements

LEGAL AUTHORIZATION TO WORK: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.

EDUCATION: Bachelor's degree in information technology or related field. Specialized training or equivalent work experience can substitute for the education requirement.

EXPERIENCE: Three (3) years of project management experience with large complex projects with IT components. Experience would involve responsibility for establishing project work plans, establishing target completion dates and identifying resource requirements, monitoring progress, identifying and mitigating risks and issues, and providing status reports; coordination and management of project managers in an environment that includes projects and programs in multiple technologies and functions; and actively participating in policy determination. Experience in public sector or human services business domain is extremely desirable.

KNOWLEDGE: Extensive knowledge of program management and cross project management and coordination involving multiple technologies and functions; project management methodologies and practices; knowledge of information systems principles, methodologies and assumptions; data migration and data conversion best practices, tools and resources; principles and practices of data accuracy and integrity and quality assurance; relevant data protection and privacy regulations; data masking and data scrambling techniques; and principles and practices of supervision, budgeting, planning, and human and organizational behavior. Knowledge of public sector or human service business domain is preferred.

SKILLS AND ABILITIES TO: Exercise judgment and make logical and objective decisions; manage large-scale data projects involving multiple teams and stakeholders; work collaboratively with cross-functional teams, including infrastructure, networking, security, and operations; develop comprehensive transition plans; oversee data migration from legacy systems to new platforms; resolve conflicts fairly and consistently; anticipate and mitigate risks; analyze and evaluate facts on a large scale; gain the confidence and cooperation of others; make sound administrative policy decisions; excellent organizational skills and the ability to attend to details and meet deadlines; work under pressure and juggle multiple/conflicting priorities and set priorities; flexibility in response to change and adapt to and accommodate new methods and procedures; communicate effectively both orally and in writing; and manage people and resources efficiently and effectively.

This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will," which means that you may be discharged from your employment at the prerogative of your department head or designee at any time.
