The position is located on the island of Maui, Hawaii.

This is an exempt position.

Duties Summary

The primary purpose of this position is to coordinate, oversee, and implement the Ka La?i Ola Interim Housing Development Program, a multi-phase, five-year initiative launched in August 2024 to support Maui’s recovery through the development, delivery, occupancy, and turnover of interim housing units. The position focuses on housing asset delivery, construction and post-construction oversight, and coordinated unit placement based on externally approved placement lists, ensuring housing units are brought online, occupied, and transitioned efficiently in support of broader recovery efforts.

Minimum Qualification Requirements

LEGAL AUTHORIZATION TO WORK REQUIREMENT: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.

EDUCATION: Graduation from an accredited four (4) year college or university with a bachelor's degree.

EXPERIENCE: Five (5) years of professional work experience in program coordination, oversight, and management of multi-phase initiatives, preferably in housing development, construction, or related public programs. The experience must include planning, organizing, and monitoring complex projects involving multiple stakeholders, including government agencies, contractors, and partner organizations; oversight of budgets, contracts, and program deliverables; coordinating housing unit readiness, placement, and turnover; monitoring construction and post-construction activities; and preparing reports, briefings, and documentation for executive, legislative, or oversight purposes.

KNOWLEDGE: Knowledge of program management and coordination principles; multi-phase housing development and delivery processes; construction and post-construction oversight; contractor and property management practices; fiscal management, budget monitoring, and contract compliance; interagency coordination and stakeholder management; placement processes for interim housing; regulatory and policy requirements for housing programs; risk management principles for construction, operations, and program delivery; reporting and documentation
practices for executive, legislative, and oversight purposes; office practices, methods, and equipment, including a personal computer and applicable software.

SKILLS/ABILITIES: Ability to plan, coordinate, and monitor multi-phase program activities; exercise independent professional judgment within delegated authority; consult with leadership on complex or exceptional issues; monitor construction schedules, milestones, and contractor performance; oversee fiscal compliance and contract deliverables; coordinate unit readiness and placement sequencing based on
externally approved lists; communicate effectively orally and in writing with multiple agencies and contractors; prepare status reports, executive briefings, and supporting documentation; analyze operational, fiscal, and program risks and recommend solutions; maintain continuity across program phases and partner agency operations; establish and maintain effective working relationships; manage multiple priorities and deadlines in a dynamic environment; use a personal computer to track units, generate reports, and maintain program records; support strategic decision-making through clear documentation and timely reporting.

This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will," which means that you may be discharged from your employment at the prerogative of your department head or designee at any time.
