Duties Summary

Exempt, non-civil service appointment. The purpose of the Environmental Management Infrastructure Project (EMIP) is to support the implementation and ensure capacity to implement environmental recovery projects, after disasters and emergencies to protect Hawaii’s water, land and air and mitigate their impact on public health. These environmental and public health protection efforts include managing traditional environmental pollutants and hazards.

The purpose of this position is to issue air permits within the framework of the Clean Air Branch rules and statutes. The position will develop and implement strategies to increase the efficiency and effectiveness of the permit issuance process, evaluate proposed air permits and detailed technical application reviews, and provide technical assistance/guidance to the permitting team to facilitate timely permit issuance and improve permit process.

Minimum Qualification Requirements

EDUCATION: Graduation from an accredited four (4) year college or university with a bachelor’s degree in engineering.

EXPERIENCE: Four (4) years of progressively responsible professional engineering experience of which one (1) year of the experience must have been in a capacity equivalent to the Engineer (Environmental) IV level.

SUBSTITUTION ALLOWED: A master’s degree may be substituted for one (1) year of engineering experience.

LICENSE: A valid license as a professional engineer in the State of Hawaii is required. Possession of a valid license to operate a motor vehicle in the State of Hawaii is preferred. If no valid license to operate a motor vehicle is held, must be able to get to off-site locations to fulfill the functions of the job, as needed.
