Duties Summary

Receives initial and on-the-job training in the basic aspects of general law enforcement; performs routine patrolling and enforcement tasks under close supervision; assists higher level officers on more complex assignments; and performs other duties as required.

All Conservation and Resources Enforcement Officers will be trained and operate on both land and water, however, some of the positions recruited for in this announcement will be specifically assigned to the Marine Units. Marine Unit positions will perform on the water law enforcement work for the majority of their work time. Applicants who apply for these positions are advised they will be subject to working conditions where they will be assigned to a marine vessel, such as a boat or jet ski on a near daily basis. Marine Unit positions will not normally or regularly spend their work time on land based work or assignments.

Minimum Qualification Requirements

To qualify, you must meet all of the following requirements:

Legal Authorization to Work:
The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.


Age Requirement: All prospective hires must be at least 21 YEARS OF AGE AT THE TIME OF APPLICATION.

General Experience: Two (2) years of work experience which demonstrates the following abilities:
A. read and comprehend complex material;
B. write clear, factual reports;
C. meet and deal effectively with people; and
D. understand and apply various rules and regulations.
Substitutions Allowed: Relevant substitutions as described in the Minimum Qualification Requirements, will apply.

Firearms Requirement:
These positions require the handling of firearms and ammunition. Applicants must meet all Federal and State regulations pertaining to the carrying, use and possession of firearms and ammunition. Under the requirements of the Federal Firearm Gun Control Act, applicants for these positions may not possess a conviction of domestic violence.
Special Requirements:
A. Applicants must be able to swim 100 meters unassisted within 3 minutes with or without reasonable accommodation.
B. Applicants must be able to hike 1 mile unassisted within 20 minutes with or without reasonable accommodation.

Special Working Conditions:
Applicants must be available to work irregular hours to include day, evening and late night hours, weekends, holidays, shift work as may be required and extended work hours in excess of an 8 hour workday due to unexpected circumstances or operational needs in remote areas, under hazardous conditions, and on watercraft operating along exposed coastal waters, surface and subsurface ocean diving, operating independently in mountainous, remote terrain, and operating at high elevations including helicopter work involving rappelling and short haul sling load operations. These positions are also subject to recall to duty as required in response to emergencies and other urgent situations and as required by operational needs.
Note: Applicants are advised that reallocation to higher levels of the Conservation and Resources Enforcement Officer series (e.g., Conservation and Resources Enforcement Officer II and Conservation and Resources Enforcement Officer III) are subject to experience requirements, as well as the availability of adequate funding. EXAMINATION AND SELECTION PROCESS
The Examination and Selection process will consist of several successive phases. Candidates must compete and qualify on all phases of the process in order to become a Conservation & Resources Enforcement Officer I.

(1) Minimum Qualification Requirements - Qualifying (Pass/Fail)
Applicants must meet all Minimum Qualification Requirements as of the date of application.
All applicants will be notified by email as to whether they meet the Minimum Qualification Requirements (MQRs) when processing is completed.

(2) Physical Agility Test (PAT)
The PAT will be administered on the islands of Hawaii, Kauai, Maui and Oahu at designated locations only.
Note: Applicants who apply for the Conservation & Resources Enforcement officer I - Molokai recruitment MUST travel to Maui for the PAT. Any and all costs associated with travel shall be the applicant's responsibility.

Applicants will be contacted by the Division of Conservation and Resources Enforcement (DOCARE) via email with specific information on the physical agility testing (PAT), the time and date of the PAT, test location and other instructions. Email will also be used to contact applicants who advance to the other stages of the hiring process. Applicants are required to provide a valid email address. It shall be the applicant’s responsibility to ensure their email addresses can receive email messages from DOCARE and to check for email messages from DOCARE, including, but not limited to messages sent to their email account’s inbox or spam folder. The State of Hawaii and DOCARE shall not be responsible for any missed messages or messages rejected or returned due to an applicant’s invalid email address.

Any costs associated with travel to and from the testing place shall be the applicant's responsibility.

Candidates who are scheduled for the PAT must compete in and pass all PAT phases in order to be placed on the eligible list for employment consideration.

The PAT will be conducted by and under the direction of the Department of Land and Natural Resources (DLNR), Conservation & Resources Enforcement Officers (CREOs).

If you are not already involved in a regular exercise program, start one now. Maintaining and/or improving your fitness level will increase your chances for success in the PAT.

The PAT will consist of two phases. You must pass (qualify) each event in order to proceed to the next phase.
(A) 100 Meter Swim - Applicants must be able to swim 100 meters unassisted in 3 minutes, with or without reasonable accommodation.

(B) 1 Mile Hike - Applicants must be able to hike 1 mile unassisted within 20 minutes, with or without reasonable accommodation.

(3) Oral Interview
Oral interview will be administered on the island of OAHU at a designated location only. There shall be NO EXCEPTIONS granted.

Further details will be provided to applicants by DOCARE when they are scheduled for the Oral Interview.
Applicants will be notified by email of the date, time and location.
Any and all costs associated with travel shall be the applicant's responsibility.

(4) Criminal History Check/Comprehensive Background Investigation
All applicants are required to sign an Applicant's Consent, Authorization and Request to Release Information Waiver. This gives your consent and authorization to release any and all records, information, and opinions regarding your background, education, employment, character and reputation needed by the Department of Human Resources Development (DHRD) and/or the DLNR to make a thorough investigation to determine your fitness and suitability for employment with the State of Hawaii.

The authorization shall apply to include all criminal history records, information and opinions, military records, all educational and employment history records, and traffic abstract records. For this purpose, you waive any and all privileges you may have to maintain such records, information and opinions as confidential, including but not limited to the privileges arising out of the foregoing relationships.

All applicants will be required to complete and submit the following forms:
1) Request, Consent and Notification for Fingerprint Clearance for State Civil Service, Non-
Civil Service and Exempt Employment;
2) Applicant's Consent, Authorization and Request to Release Information and Waiver; and
3) Applicant's Personal History Questionnaire.

(5) Suitability Review
DHRD will review dismissals from employment, separations from military service under other than honorable conditions, and criminal convictions, as they apply to the position of Conservation & Resources Enforcement Officer I.

Any misstatements or omission of material facts, in any part of the application, examination or selection process, shall be cause for disciplinary action including forfeiture of all rights to any employment in the service of the State of Hawaii.

(6) Fingerprint Clearance
Selectees will need to make an appointment to be fingerprinted at either the Hawaii Criminal
Justice Data Center, another designated location via Fieldprint, or at the local police department.

(7) Recruit Training
Selectees will be required to complete Academy Training and maintain a satisfactory grade.
Training will be approximately nine (9) months on the Island of Oahu.
