This position is assigned to the Department of Transportation, Human Resources Office, Special Services Staff. The purpose of this position is to conduct and engage in a multi-faceted approach to filling vacancies for an assigned career group or field. This position will accelerate the review and referral of qualified candidates by planning, developing, and implementing hiring strategies for the assigned departments.

This position is exempt from the civil service and considered temporary in nature. Duties Summary

I. MAJOR DUTIES AND RESPONSIBILITIES

A. Staffing Production Activities
  1. Develops and implements recruitment plans for specific classes of work, including those that are difficult to fill, in a cost-effective, efficient manner, which will attract as large a pool of qualified applicants as possible.
  2. Serves as Point-of-Contact (POC) on recruitment and examination matters to DOT by providing expert advice, guidance, and interpretation in the application of appropriate civil service laws, rules and regulations, policies and sound human resources management practices as it relates to filling civil service positions.
  3. Develops examination plans for specific classes of work, including those that are difficult to fill; conducts job analyses; obtains information from Subject Matter Experts; and develops an examination score card (crediting plan).
  4. Reviews applications to determine whether applicants meet the minimum qualification requirements for the classes of work applied for, in a timely, accurate, and efficient manner.
  5. Responds orally and/or in writing to applicants requesting an administrative review of their ineligibility to meet minimum qualification requirements in a timely manner.
  6. Conducts comprehensive evaluations and makes recommendations on the disposition of administrative reviews, internal complaints, or appeals to the Merit Appeals Board (MAB) regarding applicants’ ineligibility based upon failure to meet minimum qualification requirements, including public employment and suitability requirements.
  7. Reviews and solves problems and complaints pertaining to competitive examination procedures, eligibility/ineligibility determinations, and selection of eligibles for employment consideration.
  8. Provides advisory services and guidance to DOT on e-recruitment system requisition to fill process, human resources assessment inquiries, and selection interview process/procedures.
  9. Provides jobseekers with courteous and knowledgeable information and assistance to questions regarding the application or hiring process; as appropriate.
B. Human Resources Studies and Research
  1. Participates in the research, recommendation and/or implementation of innovative changes in civil service examination procedures, methods and/or policies compliant with the Merit Principle, and in filling vacancies in the most expeditious manner.
  2. Conducts studies and/or research to determine effectiveness and appropriateness of human resources selection methods presently utilized. Prepares reports and makes recommendations for improvements.
  3. May assist or be assigned to special projects and assignments such as developing and updating policies and procedures, non-disclosure of selection interview materials, non-selection inquiries and complaints, and updating or developing new guidelines, standards, etc., relating to employment suitability.
  4. Perform other duties as required

Citizenship Requirement: Applicants must be citizens, permanent resident aliens, or nationals of the United States. Non-citizens with unrestricted employment authorization from the U.S. Immigration and Naturalization Service may also apply.

II. RECOMMENDED QUALIFICATIONS
1. Knowledge of: State civil service laws, rules, regulations, policies and procedures; State and federal employment laws and regulations; Federal Uniform Guidelines for Employee Selection Procedures; selection and interviewing principles and techniques; examination methods and techniques.

2. Ability to:
Understand and appropriately apply laws, rules, regulations, policies, procedures, requirements, guidelines, professional standards and other requirements to recruitment, examination, suitability investigations and placement activities; analyze, evaluate, and make sound decisions on complex human resources recruitment and assessment issues; develop valid examination plans and assessment instruments and/or rating systems; prepare written reports of recommendations and audience appropriate correspondence; and establish and maintain effective relationships with a wide variety of individuals at all levels in order to obtain and exchange factual information and promote an understanding of human resources management programs, decisions and functions.

Recommended Education:
Graduation from an accredited four (4) year college or university with a bachelor's degree.
Recommended Experience:
Two and one-half (2-1/2) years of progressively responsible professional work experience in one or any combination of human resources management functions (i.e., recruitment, placement, examination, position classification, pay or wage administration, employee management relations and services, employee development, personnel program development and services, labor relations, and personnel research).

At least one (1) year of experience must have involved professional recruitment and/or examination for civil service positions in the State of Hawaii or local government jurisdictions (e.g., Judiciary, City and County of Honolulu, etc.).

Such experience must show ability to deal satisfactorily with fellow workers and/or operating personnel, to recognize problems in the operation of a personnel program, and to suggest practical solutions, and otherwise to accept responsibility in the field of personnel administration. Clerical or technical experience in a personnel program involving work which is limited to the application of personnel rules, regulations, and procedures in support of the personnel functions described above is not qualifying.


Substitution of Education for Experience:

1. Possession of a bachelor's degree from an accredited college or university with a minimum of fifteen (15) semester credit hours of course work in human resources administration, management and industrial relations or human resources management covering the recruitment and selection process; job evaluation; performance appraisal; employee training and safety; personnel compensation and benefits administration; staffing process; organizational development; labor laws and/or labor relations may be substituted for six (6) months of Specialized Experience.

2. Possession of a master's degree from an accredited college or university in human resources administration, personnel and industrial relations or human resources management may be substituted for one (1) year of the Specialized Experience.

3. Possession of a PH.D. degree from an accredited college or university in one of the fields described above may be substituted for two (2) years of the Specialized Experience.

4. Excess Supervisory or Staff Specialist Experience may be substituted for Specialized Experience on a year-for-year basis.

Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant’s overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered
