Minimum Qualification Requirements

Education: Graduation from an accredited four (4) year college or university with a bachelor's degree with 6 semester credits in statistics and 12 semester credits in mathematics.
Substitution of Experience for Education: Excess work experience of the type and quality described under the Experience Requirement or progressively responsible technical or analytical work which required the application of statistical methods or higher mathematics may be substituted for semester credits in statistics and/or mathematics on an equivalency of six (6) months experience for three semester credits up to a maximum total of six semester credits.
Substitution of Professional Examinations for Education: Successful completion of Parts 1 through 3 of the Casualty Actuarial Society or Society of Actuaries examinations may be substituted for the required credits in statistics and mathematics noted above.
Specialized Experience: Four and one-half (4-1/2) years of progressively responsible experience in the analysis of insurance rates and policies including the examination of insurance rates and rating procedures for conformance with the insurance codes and rules and regulations and the examination of insurance policies for consistency, clarity and proper coverage as required by the insurance codes and rules and regulations.
Possess at least one (1) year of experience comparable in scope, complexity and responsibility to work experience characteristic of the class Insurance Rate and Policy Analyst IV in the State service.
Substitution of Certificate for Specialized Experience: Possession of a Chartered Life Underwriter (CLU) or Chartered Property and Casualty Underwriter (CPCU) certificate obtained through a written examination may be substituted for one-half (1/2) year of Specialized Experience.
Substitution of Professional Examinations for Specialized Experience: Successful completion of Parts 3 through 6 of the Casualty Actuarial Society examinations may be substituted for two (2) years of Specialized Experience.
Supervisory Aptitude: Applicants must demonstrate supervisory aptitude. Supervisory aptitude is the demonstration of aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects; by serving as a group or team leader, or in similar work in which opportunities for demonstrating supervisory capabilities exist; by completion of training courses in supervision accompanied by application of supervisory skills in work assignments; or by favorable appraisals by a supervisor indicating the possession of supervisory potential.
Managerial Aptitude: Applicants must demonstrate managerial aptitude. Managerial aptitude will be considered to have been met through successful performance of, or substantial participation in, organizing, scheduling, supervising and coordinating a group of activities in order to attain program objectives; interest in management demonstrated by the performance of work assignments in a manner which indicates awareness of problems and the ability to solve them; completion of educational or training courses in the areas of management accompanied by the application of the principles, which were learned, to work assignments; management's observation and evaluation of the applicant's leadership and managerial capabilities; and success in trial assignments to managerial and/or administrative tasks.
Knowledge: Knowledge of state laws, rules, and regulations; principles and practices of insurance underwriting and rate making; actuarially sound rate making procedures; insurance company practices; types of insurance policies and the various coverages; current insurance issues; current insurance industry conditions; statistical methods; current insurance industry conditions; statistical methods; economic factors affecting the insurance industry; and
principles and practices of supervision.
Skills/Abilities: Plan, develop, organize, implement, monitor and evaluate the statewide Property and Casualty Filings program and activities; prioritize work assignments; interpret and evaluate laws, rules and regulations; analyze most complex rate filings, new rate techniques, new insurance policies and policy forms; plan, schedule, direct, control and evaluate the work of others; write clear and concise reports; speak effectively before groups; communicate effectively both verbally and in writing; maintain effective working relationships with governmental and private agencies; conduct
studies to successful completion, including conclusions and recommendations based on sound actuarial concepts; and draw sound conclusions and develop recommendations.

- This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will," which means that you may be discharged from your employment at the prerogative of the department head or designee at any time.
