Duties Summary

The primary purpose of this position is to provide support and serve in the State Emergency Operations Center (SEOC) as the Operations Specialist. This position will work closely with federal, state, counties, and private organizations to facilitate response and recovery from incidents. In coordination with Agency leadership, this position supports and initiates along with the Operations Branch Chief activates the SEOC as required for drills and emergencies and is responsible for functions related to the operational activities across the state and for all levels of government, the private sector, non-profit and other organizations.


This position also serves as a State Emergency Response Team (SERT) member during emergencies and disasters.


Minimum Qualification Requirements

KNOWLEDGE:

Comprehensive and thorough knowledge of the purposes, plans, objectives, policies, principles and practices of emergency management; State of Hawaii Emergency Management rules and laws; Federal laws affecting State emergency management administration; methods and techniques used in fact finding, analysis and interpretation of basic information and projection of these facts into comprehensive plans, programs and recommendations to meet present and future needs; and relevant policies and procedures to carry out all requirements and activities within the Agency. Also possess knowledge of budgeting, Legislative processes, human resources, purchasing, procurement, and other administrative procedures and regulations.

SKILLS / ABILITIES:

Ability to work independently, organize work effectively, function effectively under stressful conditions to meet deadlines and to establish and maintain effective and cooperative working relations with staff and subordinates; understand pertinent rules, laws, federal regulations and administrative directives and to translate them into plain, clear written language for operating staff to implement; evaluate and draw sound conclusions from available data; apply sound supervisory principles and techniques to plan, assign, review and evaluate the work of others, effectively communicate through oral and written communication; demonstrate the ability to conduct complex research, organize and write comprehensive reports and plans; demonstrate good functional working skills in computer software applications; establish and maintain effective working relationships with public officials and private organizations; organize and conduct meetings and workshops; and to plan, organize and coordinate planning programs involving many diverse and interrelated activities, analyze and interpret data.

EDUCATION:

Graduation from an accredited four (4) year college or university with a bachelor’s degree preferred. Experience may be substituted for education on a year-to-year basis. Experience must be of such scope, level, and quality to assure the possession of knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree.

EXPERIENCE:

Minimum of four (4) years of progressively responsible specialized professional emergency management experience. Overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that the applicant can perform the duties of this position.

Must possess a valid State of Hawaii driver's license.

The SEOC is a closed environment without windows. The facility requires continuous maintenance and improvement. Incumbent must be able to work in such an environment. Other Emergency Operations Center locations may be activated as necessary.

Able to work effectively and efficiently in an open office environment and sites with periodic interruptions and distractions, moderate noise levels and under deadlines and pressure situations.

Conditions of work require the ability to be available at all times for additional hours of work with little or no advance notice, including weekends and beyond normal work hours with little rest to support emergency/disaster preparedness, mitigation, response, and recovery activities.

Other Information

This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will", which means that you may be discharged from your employment at the prerogative of your department head or designee at any time.
