Duties Summary

Exempt, Temporary, Full-Time, Non-Civil service appointment. The purpose of the Environmental Management Infrastructure Project (EMIP) is to support the implementation and ensure capacity to implement environmental recovery projects, after disasters and emergencies to protect Hawaii’s water, land and air and mitigate their impact on public health. These environmental and public health protection efforts include managing traditional environmental pollutants and hazards.

The EMIP Project Engineer is assigned to the Engineering Section of the Safe Drinking Water Branch whose major function is to provide engineering review and support of all aspects of regulatory compliance under the federal Safe Drinking Water Act. The 2023 Maui wildfires resulted in the need to redevelop West Maui’s drinking water infrastructure which requires special efforts relating to public health and the management of the Maui Recovery Drinking Water State Revolving Loan Fund (DWSRF) program.

Minimum Qualification Requirements

EDUCATION: Graduation from an accredited college or university with a bachelor’s degree in engineering or professional or technical experience involving the application and knowledge of fundamental physical mathematical sciences underlying professional engineering which is substantially equivalent to college training leading to a bachelor of science in engineering or a combination of such experience and college training which is substantially equivalent to completion of a bachelor of science degree in engineering.

A master’s degree in water resources or engineering may be substituted for one (1) year of experience.

EXPERIENCE: Four (4) years of progressively responsible professional engineering experience of which two (2) years must have been in environmental engineering or in purveying drinking water in a public water system. At least one (1) year of the professional engineering experience must have been in a capacity equivalent to the Engineer IV level in state government service.

LICENSE: Current registration in good standing as a professional engineer in the State of Hawaii.

Possession of a valid license to operate a motor vehicle in the State of Hawaii is preferred.
