Salary:
Level IV - $5,369.00 to $6,535.00 (SR-22, Step D to I)
Level V - $6,043.00 to $7,351.00 (SR-24, Step D to I)

Duties Summary

There are many conservation projects occurring on private and state lands being administered by the Division of Forestry and Wildlife, and many of those landowners are interested in developing Safe Harbor Agreements or Habitat Conservation Plans. It is expected that this number will increase as more landowners obtain funding and become aware of the availability of Safe Harbor Agreements and Habitat Conservation Plans. As these funding and permitting programs have grown and become more familiar to the public, the demand for technical assistance has increased.
GOALS: The goal of this project is to provide technical expertise and facilitate issuance of permits to research, conserve and restore native flora and fauna on public and private lands in Hawaii, including assistance with endangered species incidental take licenses.
OBJECTIVES: This position will coordinate work on native and endangered species permits, including leading a team that advises on technical expertise to implement the following objectives:
Assist with the development of HCPs and SHAs to facilitate the recovery of endangered and threatened species.
Ensure compliance under HCPs and SHAs. Evaluate the effectiveness and identify opportunities for adaptive management of endangered species conservation projects and make recommendations for improving the ecological effectiveness of these projects.
Develop educational materials about cooperative agreements with assurances to private landowners in Hawaii.
Plan and provide technical expertise for the development of species-specific conservation actions prioritized for their recovery.
Analyze the trends in the listed species population related to decline or recovery as it relates to cumulative impacts on this program.
Evaluate facilities with problematic nighttime lighting for the potential to affect endangered and/or threatened species.
Oversee the review and issuance of Protected Wildlife permits for scientific collection, research, educational display, wildlife propagation, and wildlife rehabilitation.
METHODS:
Work with applicants interested in HCPs and SHAs. Applicants may include private landowners, wind farms, utilities, and government agencies. Provide technical expertise on program and plan components and coordinate with agencies, applicants, and other partners as needed. Conservation projects may occur on every island and involve multiple species: plants, bats, insects, snails, forest birds, seabirds, etc.
Review monitoring and mitigation protocols, conduct site visits to ensure compliance under the program. Facilitate review of annual reports by the Endangered Species Recovery Committee. Adaptive Management opportunities will be identified based on technical reviews of annual conservation outcomes and performance measures. Review project outcomes and goals. Work with statistical modeling programs for calculating estimated take by windfarms (e.g., Evidence of Absence, developed by the United States Geological Survey) and modelling endangered species populations.
Make contributions to the content and information of websites and packets to be targeted to those interested in cooperative agreements.
Coordinate with agency staff and species experts and develop recovery and conservation strategies for listed species. The strategy will provide prioritized landscape conservation actions and identify threats per island.
Work with seabird projects on Maui and Kauai to understand and evaluate specialized data, such as radar surveys of seabirds, and how this information will be used to inform conservation actions.
Conduct outreach to entities with nighttime lighting that may take listed species, to include discussions of seabird breeding and fledging behavior, as well as descriptions of potential impact. Make species-specific recommendations of best management practices for the avoidance and/or minimization of impact to those species.

- To qualify, you must meet all of the following requirements:Legal Authorization to Work Requirement:The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.Education: Graduation from an accredited four (4) year college or university with a bachelor's degree in wildlife management or in a related biological science with a minimum of twenty-four (24) semester credit hours in the following areas:
- At least eighteen (18) semester credit hours of coursework applicable to wildlife biology in such subjects as mammalogy, ornithology, animal ecology, wildlife management, animal husbandry, zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology (animal), genetics, animal taxonomy, parasitology, entomology, herpetology, biometry; or research courses in the field of wildlife biology; and
- At least six (6) semester credit hours in botany or the related plant sciences.
Experience: Two (2) years for the IV level, and for the V level, three (3) years of progressively responsible professional experience in wildlife conservation, development and management, and/or wildlife research.
For Wildlife Biologist V, at least one (1) year of the Specialized Experience must have comparable in nature and scope to the class Wildlife Biologist IV in the State service.
