This position is for the Department of Human Resources Development and exempt from Civil Service.
This position is located in the Employee Staffing Division in the State of Hawaii Department of Human Resources Development in DOWNTOWN, OAHU.
The Employee Staffing Division is responsible for recruiting and retaining "the best and brightest" employees, so the State government can deliver efficient and effective services to the public.
Salary: $5,713 to $6,682 per month, commensurate with training and experience.

This position is assigned to the Department of Human Resources Development, Employee Staffing Division, Recruitment Branch. The purpose of this position is to conduct and engage in a muli-faceted approach to filling vacancies for an assigned career group or field. This position will accelerate the review and referral of qualified candidates by planning, developing, and implementing hiring strategies for the assigned departments.
Minimum Qualification Requirements
- Citizenship Requirement: Applicants must be citizens, permanent resident aliens, or nationals of the United States. Non-citizens with unrestricted employment authorization from the U.S. Immigration and Naturalization Service may also apply.RECOMMENDED QUALIFICATIONS:Knowledge of: State civil service laws, rules, regulations, policies, and procedures; State and federal employment laws and regulations; Federal Uniform Guidelines for Employee Selection Procedures; assessment, selection and interviewing principles and techniques; examination methods and techniques, understanding of job-fill techniques, HR databases and applicant tracking systems.
Skill/Ability to: Plan, develop, and implement hiring strategies for assigned departments. Understand and appropriately apply laws, rules, regulations, policies, procedures, requirements, guidelines, professional standards and other requirements to recruitment, examination, suitability investigations and placement activities; analyze, evaluate, and make sound decisions on complex personnel recruitment and assessment issues; develop valid examination plans and assessments instruments and/or rating systems; prepare written reports of recommendations and audience appropriate correspondence; and establish and maintain effective relationships with a wide variety of individuals at all levels in order to obtain and exchange factual information and promote an understanding of personnel management programs, decisions and function
Must have strong communication skills, good listening skills, ability to read and display positive body language, reliability, strong networking and relationship-building skills, data-driven mentality, ability to use technology, critical thinking, multitasking and time management, ability to manage expectations and event networking.
Recommended Education: Graduation from an accredited four (4) year college or university with a bachelor's degree.
Recommended Experience: Three and one-half (3-1/2) years of progressively responsible professional work experience in one or any combination of human resources management functions (i.e., recruitment, placement, examination, position classification, pay or wage administration, employee management relations and services, employee development, personnel program development and services, labor relations, and personnel research).
At least one (1) year of experience must have involved professional recruitment and/or examination for civil service positions in the State of Hawaii or local government jurisdictions (e.g., Judiciary, City and County of Honolulu, etc.).
Such experience must show ability to deal satisfactorily with fellow workers and/or operating personnel, to recognize problems in the operation of a personnel program, and to suggest practical solutions, and otherwise to accept responsibility in the field of personnel administration. Clerical or technical experience in a personnel program involving work which is limited to the application of personnel rules, regulations, and procedures in support of the personnel functions described above is not qualifying.
Substitution of Education for Experience:
1. Possession of a bachelor's degree from an accredited college or university with a minimum of fifteen (15) semester credit hours of course work in human resources administration, management and industrial relations or human resources management covering the recruitment and selection process; job evaluation; performance appraisal; employee training and safety; personnel compensation and benefits administration; staffing process; organizational development; labor laws and/or labor relations may be substituted for six (6) months of Specialized Experience.
2. Possession of a master's degree from an accredited college or university in human resources administration, personnel and industrial relations or human resources management may be substituted for one (1) year of the Specialized Experience.
3. Possession of a PH.D. degree from an accredited college or university in one of the fields described above may be substituted for two (2) years of the Specialized Experience.
4. Excess Supervisory or Staff Specialist Experience may be substituted for Specialized Experience on a year-for-year basis.
Quality of Experience: Possession of the required number of years of experience will not in itself be accepted as proof of qualification for a position. The applicant’s overall experience must have been of such scope and level of responsibility as to conclusively demonstrate that he/she has the ability to perform the duties of the position for which he/she is being considered
