This position is for the State of Hawaii, Department of Human Services, Office of the Director, located in Downtown, Honolulu.

Salary: Commensurate with education and experience.

This is an exempt position.

Duties Summary

Minimum Qualification Requirements



Graduation from an accredited four-year college or university with a bachelor's degree. Coursework in emergency management, project management, business administration, public administration, accounting and finance, procurement, grant writing or administration, or other related field is desirable.

Five (5) years of experience analyzing, evaluating, implementing current and future business operations, processes, and services, or providing financial oversight and review of such operations or services; establishing project work plans, establishing target completion dates and identifying resource requirements, monitoring progress and compliance thereof, and identifying and mitigating risks and issues; interpreting and applying policies, and state and federal laws and regulations; strategizing system improvements resulting in agency accounting and reporting improvements and better internal control; conducting financial review and oversight of programs, projects, or contracts; working with federal agencies to ensure reimbursement from federal programs or funding sources, with a particular preference on experience working with the Federal Emergency Management Agency (FEMA); and leading groups with diverse and/or opposing views through a negotiating process that results in collaborative solutions focused on equitable outcomes for all. Experience in public sector or human services domain and FEMA is extremely desirable.

This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will," which means that you may be discharged from your employment at the prerogative of your department head or designee at any time.
