Duties Summary

The primary purpose of this position is to serve as the Comprehensive Child Welfare Information System (CCWIS) Systems Project Manager for the development and implementation of the Information Technology (IT) Modernization Project. The position will plan, oversee, and direct the development, implementation, maintenance, and operation of the state's CCWIS and ensure work plans and operations of each phase are integrated effectively and efficiently and functional and technical requirements meet all federal and state requirements. The system will be user friendly and reliable. It will 1) align data, information quality, and reporting enhancements with decision support priorities; 2) ensure information quality by aligning data capture and user workflow with enhancements such as standardized formats and structured note taking; and 3) integrate performance management with data-led approaches to planning and decision making, moving data to information to knowledge to action- thus improving access, quality, cost, and outcomes for Child Welfare Services.

Minimum Qualification Requirements

LEGAL AUTHORIZATION TO WORK REQUIREMENT: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.

EDUCATION: Bachelor's Degree in social work, public administration, business, information technology, or health-related area or equivalent field. Master's preferred. Excess work experience as described under the Specialized Experience, below, or any other responsible administrative, professional or analytical work experience that provided knowledge, skills and abilities comparable to those acquired in four (4) years of successful study while completing a college or university curriculum leading to a baccalaureate degree may be substituted on a year-for-year basis. To be acceptable, the experience must have been of such scope, level and quality as to ensure the possession of comparable knowledge, skills and abilities.

EXPERIENCE: Minimum of five (5) years post PMP certification or seven (7) years without PMP certification of professional project management work experience demonstrating experience on at least two (2) large scale IT or CCWIS/SACWIS projects; and a minimum of five (5) years of SACWIS/CCWIS or other child welfare/social services professional work experience in a state, federal or Regional ACF office on at least two different projects with demonstrated knowledge of principles, practices, philosophies, and goals of federal or state governmental child welfare programs; and experience working with multicultural team.

KNOWLEDGE: Project management planning and implementation principles and practices; creating and managing project documentation, deliverables, and documents as defined by PMI; principles, practices, and goals of child welfare programs; budget management,; information technology concepts, principles, and practices; knowledge of project management framework; Microsoft applications (Outlook, Teams, Word, Excel, Powerpoint, Sharepoint); project management standard software (MS Project, Smartsheet) to manage the full set of required tasks expected in a CCWIS and/or State Government project with Federal Oversight; managing software and/or hardware implementation and upgrade projects using Agile, Waterfall, Hybrid or other industry standard methodologies; and history, life experiences and beliefs of diverse groups of people, culturally responsive perspectives, and approaches and methods to working with a multicultural team.

SKILLS/ABILITIES: Ability to engage diverse partners including federal and state partners, internal CWS business staff, IT staff, and high-level external stake holders including service providers, in a virtual and face-to-face environment; make logical and objective decisions; make sound administrative decisions; exercise judgement and make responsible recommendations and decisions; develop trusting working relationship with partners; resolve conflicts fairly and consistently; analyze and resolve complex logic and processing issues; manage multi-million-dollar budget; develop, maintain, review, and manage project plans, communications plans, risk logs, issue logs, and other deliverables essential to effective project management and/or required by the CCWIS Project; develop, maintain, and manage a project schedule, including ensuring the tasks are appropriately assigned and deadlines are being met within budget; understand and utilize project management framework; and coach staff assigned to project roles, including the skills to communicate difficult concepts to technical and non-technical staff within a virtual and face-to-face environment.

This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment is considered "at will," which means you may be discharged from your employment at the prerogative of your department head or designee at any time.
