Duties Summary

The programs of the Plant Industry Division are designed to protect the agricultural industries and natural resources from the entry and spread of detrimental insects, diseases, noxious weeds and other pests, and to minimize the adverse effects of pesticides to the environment. The programs embrace inspection and quarantine to prevent the introduction of plant pests and diseases, and certification services to facilitate the export and inter-island movement of certain plant materials; control and eradication of insect and noxious weeds; and control of the distribution and usage of pesticides.

The Plant Industry Division administrative functions provide essential services to the branches through administrative, clerical, accounting, communication and planning functions including GIS data services. This allows the division to efficiently protect the people, the environment and agriculture industry of Hawai'i by preventing the introduction and establishment of pests, through regulation of pesticides and introduction of beneficial bio-control agents.

The primary purpose of this position is to serve as the department’s specialist on GIS management including field data collection, GIS mapping, dashboards, land use planning, drone and remote sensing data analysis. The position must be familiar with GNSS(GPS) field data collection including tablets/smart phones, land use planning issues including legal boundaries, zoning-LUC, drone management such as FAA compliance and sensors, Lidar, infrared imagery and other forms of imagery. The position is also responsible for creation and maintenance of department internet GIS dashboards, websites and management of special projects.

Minimum Qualification Requirements

Knowledge:
Knowledge of agricultural GIS surveys, Hawaii agriculture, land surveys, lidar, drone and remote sensing technologies, GIS software, GPS field mapping, website and dashboard development, land use zoning, permitting and boundary issues; principles of project management and administration and supervision.

Skills/Abilities:
Ability to develop and direct an agricultural GIS program, development and management of computer websites/dashboards and evaluate program effectiveness; meet, elicit the cooperation of, and deal effectively with, associates, committees, community groups and organizations, and representatives of other governmental jurisdictions; guide and mange personnel and evaluate work accomplishments; speak and write effectively.

Education:
Graduation from an accredited four (4) year college or university with a bachelor's degree

Experience:
One (1) year of responsible professional work experience which required a high degree of GIS management skills. Such experience must have involved field data collection, GIS mapping, dashboards, land use planning, drone and remote sensing data analysis; familiar with GNSS (GPS) field data collection including tablets/smart phones, land use planning issues including legal boundaries, zoning-LUC, drone management such as FAA compliance and sensors, Lidar, infrared imagery and other forms of imagery; communicate effectively, verbal and written, with associates, committees, community groups and organizations, and representatives of other governmental jurisdictions.

REQUIRED LICENSES, CERTIFICATES,ETC.:
Hawai’i Driver’s License

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS:
Pursuant to Hawaii Revised Statutes Chapter 127A-8, all state and county officials, officers, and employees are considered “emergency workers” and shall perform functions as determined by their respective state or county department director during emergencies or disasters.

During the course of executing the fieldwork, employee may be required to traverse uneven ground, hike in undeveloped areas, and work in inclement weather conditions, which could involve muddy, cold, and wet environments; and may require standing for long periods of time for collection of geospatial data. Incumbent may be subject to noise, odors, dust, pollen and gases.

Position requires travel inter-island for work coverage, training, meetings or workshops; and out-of-state for training or to attend conferences or seminars. On rare occasions, may require international travel for conferences, meetings and collection of specimens.
