Duties Summary

The Hawaii Housing Finance and Development Corporation (HHFDC) is responsible for the financing and development of affordable housing in the State of Hawaii pursuant to Chapter 201H, Hawaii Revised Statutes. The HHFDC is administratively attached to the Department of Business, Economic Development and Tourism (DBEDT), State of Hawaii.

The Development Branch (DB) provides overall administration for development, construction, administration, and technical assistance to increase affordable housing for low and moderate income households, elderly, and special needs groups. It provides architectural and engineering review, inspection services, development tools and financing assistance to eligible developers and contractors for the development, modernization, capital improvement, and repair and maintenance of new and existing facilities.

The Development Section utilizes all available resources, primarily the development powers under HRS 201H and its monetary funds, to foster the development and preservation of all types of affordable housing and supportive infrastructure in conjunction with private and/or non-profit developmental entities, other governmental agencies or on its own behalf, for all ranges of incomes, including the elderly and special needs groups. It administers all phases of land and housing development and is responsible for project fund management and accountability.

The Project Manager III is responsible for independently guiding major capital improvement projects through the planning, design, permitting and construction processes. Projects may include large-scale infrastructure development projects, housing developments, and civic improvements. This position is responsible for ensuring that projects are completed within budget and established schedules in accordance with applicable federal, state, and local regulations.

Minimum Qualification Requirements

  1. Knowledge:

In-depth knowledge of the development and construction industries including due diligence best practices, the design development process, residential development and infrastructure master planning, building materials, construction specifications, and safety and quality management practices; principles and practices of project management and supervision, general economic trends, prevailing land values, building costs, and wage and hour regulations; federal, state, and county laws, rules, codes and regulations pertaining to infrastructure design, residential land planning and development, land use, environmental compliance, accessibility requirements, and state procurement laws.

  1. Skills/Abilities:

Demonstrated leadership and the ability to effectively collaborate with a diverse array of people including agency staff, designers, contractors, and the general public; demonstrated verbal, written, and interpersonal communication skills; problem solving and decision-making skills. Strong planning, organizational, and time-management skills, and the ability to prioritize tasks. Ability to prepare project budgets, forecast cashflows, and prepare and manage project schedules; identify and manage risks to project budgets and schedules.

  1. Education:

A bachelor's degree from an accredited four-year college or university with

major in infrastructure or housing development field (e.g., engineering, architecture, planning, business administration, economics, finance, accounting, real estate, or construction management.)

  1. Experience:

Eight (8) years of project management experience for large-scale infrastructure, housing, commercial, or public projects, at least two years of which should be in construction management or managing the work of a general contractor. The experience must demonstrate the applicant’s ability to independently guide complex projects through the planning, design, permitting, and construction processes.

Citizenship Requirement: The State of Hawaii requires that all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.

This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will," which means that you may be discharged from your employment at the prerogative of your department head or designee at any time.
