This position is for the State of Hawaii, Department of Human Services, Benefit, Employment and Support Services Division, located in Downtown, Honolulu.

Salary: Commensurate with education and experience.

This is an exempt position.

Minimum Qualification Requirements

LEGAL AUTHORIZATION TO WORK REQUIREMENT: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.

KNOWLEDGE: Principles, practices and goals of case management and self-sufficiency programs, including child care, employment and job training; planning, monitoring, and providing project, fiscal and vendor management of comprehensive, integrated information and case management system(s).

SKILLS/ABILITIES: Make logical and objective decisions; exercise judgement and make responsible decisions; resolve conflicts fairly and consistently; analyze and evaluate facts on a large scale; gain the confidence and cooperation of others; make sound administrative decisions; communicate effectively both orally and in writing; and manage people and resources efficiently and effectively, coordinate and conduct meetings as necessary efficiently and effectively, and have good organizational skills.

EDUCATION: Graduation from an accredited four (4) year college or university with a bachelor's degree.

EXPERIENCE: Four (4) years of professional work experience demonstrating project management experience. Experience includes working with staff, consultants, vendors; establishing project work plans, establishing target completion dates and identifying resource requirements, monitoring progress, identifying and resolving issues and providing status reports.

Two (2) years of professional work experience with demonstrated knowledge of the principles, practices, philosophies and goals of public welfare and case management programs is desirable. Experience which included involvement with the development and maintenance of various case management programs including FTW, SNAP Employment and Training, and Child Care subsidy and licensing would be extremely useful. Experience which involved responsibility for identifying program goals and objectives and evaluating their attainment; identifying resource needs; planning, organizing and coordinating program activities and actively participating in policy determination are extremely desirable. Supervisory experience managing staff (e.g., assigning work, evaluating work performance, assessing unit output) is also preferred.

This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will," which means that you may be discharged from your employment at the prerogative of your department head or designee at any time.
