Duties Summary

The Hawaii Emergency Management Agency’s (HIEMA) Logistics Branch provides planning, supply chain, facilities, and transportation services necessary for HIEMA to respond to and recover from disasters and emergencies. Branch staff are multi-functional specialists capable of performing any of the four (4) designated support functions.
The Communications & Warning Section is responsible for telecommunications systems and the outdoor siren warning systems statewide.
The primary responsibility of this position is to assist in the installation, testing, maintenance, and repairs of land mobile radio, copper/fiber circuits, Voice-Over-IP, satellite systems, microwave systems, and outdoor warning siren systems, and to deploy emergency communications equipment before, during, and after a disaster.
This position also serves as a State Emergency Response Team (SERT) and Emergency Response Team (ERT) member during emergencies and disasters.
Minimum Qualification Requirements

KNOWLEDGE:
Basic knowledge of sirens, AM/FM/SSB/VHF/UHF/700MHz/800Mhz radio, data communications, the construction, assembly and repair of radios, and related electronic equipment.
SKILLS / ABILITIES:
Assist in identifying defects in telecommunications and electronic equipment in the field or in the shop to improve efficiency and usefulness; work well with others; and understand and follow oral and written instructions.
Ability to deploy to neighbor islands for both day and multiple overnight stays. Occasionally deployments out-of-state may be required as necessary.
Must be able to lift 50 lbs. Must be able to work at heights. Ability to lift, carry, set-up, climb, and take down ladders.
EDUCATION:
Graduation from high school.
EXPERIENCE:
Specialized experience: One (1) year of progressively responsible work experience involving the installation, maintenance, and repair of mobile radio communications units or related electronic equipment.
As required/ability to obtain:
Must be able to obtain a security clearance. United States Security Clearance.
Forklift Operator Certificate, Class 1-4-5.
Valid State of Hawaii driver’s license. This requirement is due to the potential for independent travel at all times of the day or night during activation, deployment, and other transportation requirements during emergencies.
Class 4 or Commercial Driver's License. Able to meet medical and driver certification requirements as established by the Department of Transportation’s Federal Highway Safety Act.
Possession of a valid Second-Class FCC Radiotelephone Operator's License or higher or a radiotelephone certificate, desirable.
The SEOC is a closed environment without windows. The facility requires continuous maintenance and improvement. Incumbent must be able to work in such an environment. Other EOC locations may be activated as necessary.
Able to work effectively and efficiently in an open office environment and sites with periodic interruptions and distractions, moderate noise levels and under deadlines and pressure situations.
Conditions of work require the ability to be always available for additional hours of work and travel off island with little or no advance notice, including weekends and beyond normal work hours with little rest to support emergency/disaster preparedness, mitigation, response, and recovery activities.
Position requires working in both indoor and outdoor environments in which an employee is exposed to adverse weather conditions, dust, noise, dirt, heat, poor lighting, fumes, etc.
Work is performed in the field and in an office or shop and may require frequent travel as well as the transport of heavy equipment and exposure to high voltage power sources.
Construction job sites are regulated under the Hawaii Occupational Safety and Health (HIOSH). HIOSH requires use of certain personal protective equipment (PPE) to minimize exposure to serious workplace injuries and illnesses. These PPE items will be provided to the employee are to include, but are not limited to, safety shoes, gloves, safety glasses, ear protection, hi-visibility apparel, fall arrests, and hard hats.

This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will", which means that you may be discharged from your employment at the prerogative of your department head or designee at any time.
