Duties Summary

This position is located in the Office of Planning and Sustainable Development (OPSD) and responsible for maintaining an overall framework to guide the development of the State through a continuous process of comprehensive, long-range and strategic planning to meet the physical, economic and social needs of Hawaii’s people. OPSD is also involved in gathering, analyzing and providing information to assist in the overall analysis and formulation of State policies and strategies to provide central direction and cohesion in the allocation of resources. OPSD conducts state comprehensive planning and program coordination; strategic planning; planning coordination and cooperation; land use planning and regulation; coastal and ocean policy management; and regional planning. OPSD also maintains a planning and geographic information system.
The Planning Division of OPSD conducts comprehensive, long-range, strategic and regional planning activities in furtherance of Chapter 225M, Hawaii Revised Statutes (HRS). The division provides assistance in the development of state policies, strategies, plans, and programs to promote the orderly future growth and development of the State. The Planning Division also administers the Special Plans Branch, Statewide Planning and Geographic Information System Program and Coastal Zone Management Program.
The Coastal Zone Management (CZM) Program within the Planning Division is responsible for the administration of the Hawaii Coastal Zone Management Program under Chapter 205A, HRS, including the administration of U.S. Department of Commerce approved program implementation grants.
The primary purpose of this position is to provide Federal grant funding and contract management, and budgetary and compliance services to the CZM Program. This position may also support planning and policy analysis, program and project implementation, and other tasks for approved and proposed Section 306 and 309 Projects.
Minimum Qualification Requirements

Knowledge: General research sources and sources of socio-economic, land use and environmental information; research methods; report-writing; government organization, programs, and functions; working knowledge of the state and county planning and land use regulatory systems; general knowledge of the state procurement process and federal grant rules and regulations.
Skills/Abilities: Plan, organize, and conduct complex planning projects; establish and maintain effective relationships with personnel of public agencies and citizen groups; make effective presentations before groups; speak and write effectively; read and comprehend a broad range of subjects; collect, compile, correlate and analyze facts and draw sound conclusions from them; learn and apply public planning methods and techniques and functions of public planning; collect, compile, and analyze budgetary information.
Education: Successful completion of a baccalaureate degree program. A master’s or graduate degree is preferred but not required.
Experience: Three and one-half (3 ½) years of specialized experience is required. Specialized experience means progressively responsible professional experience that aligns with the ‘Major Duties & Responsibilities’ described above. A master’s degree in urban or regional planning or a closely related planning major from an accredited college or university may be substituted for two and one-half years of the required specialized experience.
Substitutions: Other combinations of education and/or experience may be allowed, subject to review and acceptance by the Director and/or designee.
Citizenship Requirement: The State of Hawaii requires that all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.
