Duties Summary

The Office of Enterprise Technology Services (ETS) is established within the Department ofAccounting and General Services (DAGS) to integrate all of the State’s Executive Branches Information Technology (IT) administration, services, and operations into a single, cohesive strategy to reduce costs, deliver effective government services, increase project process efficiencies, improve the overall cyber security posture, and provide accountability and transparency to all constituents the State of Hawaii serves.

The Senior Communications Manager works under the general supervision of the Chief Information Officer (CIO). Meets with internal and external stakeholders at all levels including the Executive Branch, departments, directors, legislators, the news media, etc. Clearly communicates with other office managers and staff with regard to work status, problem solving, or general updates. Commitment to excellence and service to others. Strict attention to detail, presentation, and the accuracy and prioritization of information. Highly flexible and adaptable to thrive in an entrepreneurial, evolving work environment. A team player who appreciates challenging but rewarding work. The Senior Communications Manager is responsible for developing and implementing the communications strategy for both internal and external audiences, as related to programs and projects led by ETS and the Chief Information Officer (CIO). Utilizes print, e-mail, internet/web, social media, press releases/conferences, and in person forums to ensure all stakeholders and audiences have timely and relevant information about the progress and direction of the ETS. Also assists in developing, implementing and monitoring metrics, service level agreements and priorities, and developing methods to communicate that information to stakeholders. Also supports the CIO and staff during the legislative session with tracking bills, writing testimony, and efforts to have appropriate legislation passed.

Minimum Qualification Requirements

LEGAL AUTHORIZATION TO WORK REQUIREMENT: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.

Familiar with process development as well as campaign measurement and tracking.

Diplomacy and negotiation skills for managing situations and terms across multiple and varied stakeholder groups. Able to manage complex projects from beginning to end, securing participation from a variety of stakeholders. Equally adept at strategy development and execution. Ability to make decisions and act quickly under time-sensitive circumstances. Excellent interpersonal, verbal, and written communication skills.

Recommended Qualifications:

At least ten (10) years of journalism, marketing, communications, public affairs, and/or public relations and events experience. Experience creating content for and managing production of a variety of communications tools such as social media, website development and management, photo and video creation, podcasts, PowerPoint, speech writing, talking points, etc. Experience in the technology sector and/or some working knowledge of enterprise technology. Proven experience in media relations, legislation, writing, events, and materials creation.

A Bachelor’s Degree from an accredited four (4) year college or university in communications, journalism or related field.

Substantial experience working in Hawaii and an understanding of how the Hawaii State government is organized and operates.

This position is exempt from the civil service and considered temporary in nature. Therefore, if you are appointed to the position, your employment will be considered to be "at will," which means that you may be discharged from your employment at the prerogative of your department head or designee at any time.
