Job Description and Duties
Under the general direction of the California High-Speed Rail Authority’s (Authority) Supervising Transportation Engineer (Third Party Manager), the Senior Transportation Engineer (Third Party Utilities Lead) will act in a lead capacity for planning, monitoring, expediting, and tracking Third Party activities required for the high-speed rail project. Third Party activities include the identification and relocation of all related utilities, in coordination with various utilities owners, resolving any issues with utility owners including railroad entities; managing Third Party utility relocations; and negotiating Third Party agreements.

- The position(s) require(s) a(n) Professional Engineer License. You will be required to provide a copy of your license prior to being hired.
- Describe your experience managing utility relocations and leading utility or third party projects, including your role in coordinating design and construction and keeping work on schedule.
- Describe a time when you encountered a utility conflict, prior rights dispute, or third party issue that threatened a project's scope, cost, or schedule. Explain how you analyzed the situation, what options did you consider within legal constraints, and what was the final outcome?
- Describe a project where you were the primary point of contact among project teams, consultants, and third party stakeholders. Explain how you coordinated meetings, resolved conflicts, and maintained commitments.
- Describe your experience administering utility and third party agreements, permits, and property rights, and how you ensured compliance while managing scope, cost, and budget.

- Knowledge in third party utilities coordination and operations.
- Experience in working, developing, and maintaining relationships with stakeholder and local agencies, including managing consultant relationships.
- Experience in leading change and/or process improvements.
- Knowledge in ROW acquisition process, procedures, and schedule.
- Knowledge in ROW engineering and utilities.
- Experience interpreting and reviewing engineering plans.
