Job Description and Duties
As a Permanent Intermittent position, the incumbent will work less than 1,500 hours per year which is approximately 4 days per week on average.

Under the direction of the Public Works Contracting Section Manager (Traditional Delivery), the incumbent serves as a non-supervisory specialist in public works construction contracting for water-related infrastructure. The incumbent will provide technical guidance and review, help implement new tools and techniques, and develop quality control measures to facilitate delivery of infrastructure improvements efficiently and effectively within an approved budget, while also complying with all applicable rules, regulations, and best practices.

Special Requirements
Possession of a valid Professional Engineering License (Civil) issued by the California Board of Registration for Professional Engineers.
Possession of a valid driver’s license when operating a state owned or leased vehicle.

- Technical Ability: Proficiency in preparing, reviewing, interpreting, and applying engineering drawings and specifications for construction contracts. Experience with project delivery with construction and knowledge of construction projects and safety standards.
- Analytical Problem-Solving: Interpret legal codes, regulations, and guidelines while reviewing and developing recommendations for procurement and execution of public works contracts.
- Autonomy, Initiative and Judgment: Ability to work effectively and proactively under minimal direct supervision while maintaining a high level of professional accountability. Experience with policy development and implementation and quality control.
- Collaborative Teamwork: Proven capacity to work cooperatively and constructively with a diverse group of stakeholders.
- Communication Excellence: Strong oral and written communication skills to clearly and concisely articulate engineering concepts.

Evaluation Criteria:
