Job Description and Duties
Under general direction of the Construction Office Chief, incumbent serves as a Construction Engineers; and/or as a Resident Engineer on a complex project (or group of projects) requiring a large staff to monitor the contractor's operations. Directing the processing of payment to contractors and change orders; responsible for planning, organizing, and directing the difficult engineering and administrative tasks of the District Construction Field Office. Directing the processing of Construction Contract Claims. Possession of a valid certificate of registration as an Engineer issued by the California State Board of Registration for Professional Engineers is required.

While at their base of operation, incumbent will work in a climate-controlled office under artificial lighting. Incumbent may also be required to travel and work outdoors and may be exposed to dirt, noise, uneven surfaces, and/or extreme heat or cold.

Special Requirements
- Possession of a valid certificate of registration as a civil engineer issued by the California State Board of Registration for Professional Engineers.

The Statement of Qualifications (SOQ) serves as documentation of each applicant’s ability to present information clearly and concisely in writing. Please follow the instructions below; failure to include and complete the SOQ as instructed may result in the SOQ not being considered and in disqualification from the interview. Each question must be numbered and addressed in the same order as the questions below. The SOQ must be typed, no more than two pages in length, and 12-point Arial font.
- Demonstrate your knowledge and experience administering significant transportation construction contracts in the role of a Transportation Engineer, Civil. Cite specific transportation construction projects by EA number. For each example, describe your specific role and responsibilities, the actions you took, and the results or outcomes achieved.
- Demonstrate your ability to communicate effectively, both orally and in writing, in the administration of transportation construction projects. Include examples of preparing technical reports, delivering presentations, and communicating with internal and external stakeholders. Describe at least two (2) specific work situations, including at least one situation that required negotiation or resolution of differing interests. Reference the applicable transportation construction project(s) by EA number and explain how your communication contributed to resolving issues, building consensus, or achieving a successful project outcome.
- Demonstrate your organizational and project management skills in managing transportation construction projects, including time, deadlines, priorities, budgets, and resources. Describe at least one (1) specific project in which you were responsible for, or assisted with, planning and managing project budgets and resources. Include specific examples of developing support resource estimates, establishing priorities, monitoring schedules and expenditures, and managing or assisting with staff and other resources. Reference the project by EA number and describe the specific actions you took and the resulting outcomes.
- Demonstrate your experience leading or supervising staff and co-workers on transportation construction projects. Describe your experience assigning work, reviewing work products, and providing feedback, guidance, and direction. Include at least one (1) specific project in which you demonstrated initiative, developed professional networks, built alliances, or addressed differing priorities among internal and external stakeholders. Reference the project by EA number and describe the situation, your decision-making approach, the actions you took, and the outcome.
